The player played a -EV game and you really do not have any die hard proof that it was Cory playing. Therefore by your standards that you set in the EZ case the book should pay the player all winnings and close the account.
Since some non-relevant specifics being deemed "non-relevant details" aren't being discussed (for example besides how the edge was being derived and how this affects beard/syndicate play at sportsbooks) just pure speculation but if there were bonuses involved a game near 100% (like JoB) could easily be +EV (if I recall right this was Cory's play at EZStreet).

Sounds like "this person" liked to gamble it up (implied by the 30k loss in initial loses and only moving into the positive after hitting two large royals) and if you are extremely aggressive with your play your EV grows near the full value of the bonus in relation to your aggression level. While a high rollover might cause the bonus to be -EV for someone trying to play low stakes to it grind it out this won't be the case (since your expected loss is based on actual coin-in which is minimized by increased aggression) for someone who is willing to win big or go home with nothing (well till the next bonus is offered anyhow...) leading to a +EV play albeit with huge swings.

Maybe Cory and friends know something about this specific software but (again without knowing what was being offered by Heritage to the player) I would put my money on the above scenario which explains why Cory could have been in the right in the EZStreet dispute while "his mother" was deemed in the wrong in this one...
