According to Cowboys insider Mike Fisher, the 'Boys haven't been in contact with the unrestricted free agent while the Jags have:

The Jaguars also want to potentially make Murray the centerpiece of their offense, per NFL reporter Charles Robinson:

Murray and the Cowboys haven't agreed on a price this offseason and the running back is set to test the open market on March 10. While the Cowboys are expected to send a "respectable" offer to the NFL's leading rusher, Murray could get a sizable contract elsewhere.
That includes a large payday from the Jaguars.
With an estimated $66.8 million in cap space, the Jaguars can make a serious play for Murray. Pairing the workhorse back with quarterback Blake Bortles would be ideal for the Jaguars as they continue to build.
Murray broke out last season with the Cowboys, rushing for 1,845 and 13 touchdowns. At 27-years old, Murray should certainly have several strong years ahead of him. While it's been rumored that Murray could take a hometown discount to stay in Dallas, huge contracts elsewhere will give the running back something to seriously consider.
