Because despite the fact that they lost three straight they still have the same talent that they did pre-season where they were considered a top five team. They still have an explosive QB in vick, a great RB in McCoy, explosive wide outs and a nasty secondary (although no LB's).
The Bills despite being 3-1 have played behind alot and have overachieved, I think most people aren't buying into the Bills.
The Eagles lost a game that they should have won last week at San Fran, if they were 2-2 the spread on this game probably would be more like 5 points and if they didn't get so much bad press it would be even more. If the Eagles win a few in a row you won't see an eagles spread this low for the rest of the year.
With that said, they are super inconsistent and the Bills are playing really well right now, I would be careful about this game on either side of the bet
