    According to the power ranking that i use, it should be -13, the 1.5 is for revenge factor and premium for playing possible public team. Penn St is playing well, Michigan playing so so, the 2 games this season were close, the scheduling that surrounded the 2 prior meetings are present again, simply too many points.
