    Is This Illiegal?

There's a Barber shop that allows locals to come in and put picks in. I went there this morning and notice they had a point spread sheet on a table next to the magazines. and I asked what is this. He explained to me that you can make wagers, Parlay Only and you must place a minimum of $10 and a max of $50. I think they may keep a small portion of the winnings. He said the payout for 3 team parlay is $50 and 4 team is $100 and so on.

My question is is this illegal for him to do?

Wonder how hard that slap's gonna be. Looks like people were there for picks and not cuts.

As a european I wonder; how are the betting laws in the states? Just the basics I mean.
Here in Sweden, there is a state monopoly except for betting online. All online betting online is legal and with books within the european union is even tax-free.
