    Exchange wagering in California

I have heard the possibility of exchange wagering in California. Does anyone know would it just be open to California bettors or would bettors of other states be able to wager on tracks in California. I used to bet horses on the betmaker exchange and am excited at the possibility of another exchange.

You only had to pay 2% commission on winning bets at Betmaker and you are correct in saying the commission of a legalized exchange will be in the double digits.
