offshores don't bet into the pools. They book all the action.

Yes, i agree, but all books should follow in the process giving back that money, the bets are registred in the account... ex: for superfectas payout of 4,000, they are returning 40.00, or trifectas with 500 payoff, theyre giving back $5.
