He's saying that he's going to bet the over for a huge amount of money, like everyone else...and he thinks that just to spite everyone there will be only 1 goal scored in the whole game. Upon which he will proceed to maniacally laugh in an overly psychotic manner at how ludicrous this series has been, and he will continue to laugh until he loses grips with any grasp of sanity he has left and he will then shoot himself in the face.
