    Help me understand this rule

    So there's a roughin the kicker on a made FG. Kicking team declines because time runs out and they don't want to risk not getting points. Ref says 15 yards wil be inforced on the kick off. Why? It wasn't an after the play foul, why would the penalty get inforced on the kick?? It was declined, so basically its a win win for the offense

    It's a quirky rule that they instituted years ago that you can defer the penalty into the kick off. Same goes on an extra point or excessive celebration penalty.

    But those are after the actual play, this sounds like something the ref made up on the fly.
