One of Sportsbook Review's Russian analysts translated a Romanian gaming legislation article released by a Romanian newspaper.
The article refers to the procedure to apply for official licensing in Romania, and gives a list of three online sportsbooks to have went through this process to date, including Netbet (SBR rating D+).

Online gambling has been regulated in Romania since 2010, but the applicable legal framework was very rigid and not adapted to market developments. This led to a situation where by the end of 2014, in Romania there were no licensed operators of online wagering.
In this context, the changes brought by Ordinance 92/2014 aimed to create a functional and effective legislative framework which would allow the gambling sector to participate legally in this market, and increase tax collections in this area.
Firstly, the entry into force of the new rules, organizational requirements for licensing of gaming are regulated separately for online games and traditional games, considering the particularities of each category.
In addition, recent developments in these procedures allow organizers of gambling activities, which are authorized in another EU Member State or EFTA to be subject to a simplified procedure for issuing license.
More specifically, for obtaining the license to organize online gambling activities, requirements which have already been fulfilled under European law will be considered as fulfilled in Romania.
It is however questionable whether the mode of verification / certification of these requirements in the gaming outfit's authorizing State, will make this a more simplified procedure, or wether it will remain as complex as before.
Note that www.onjn.gov.ro has already made available all the forms and list of documents required for obtaining the right to organize and operate remote/online gambling in Romania.
Compliance with the principles of European legislation
A very important change for the local gambling industry is the elimination of the requirement for online gambling outfits to be legally registered as a corporation in Romania.
This solved one of the major issues raised by the European Commission regarding the infringement of freedom to provide services, and enables authorized gambling operators in the European Union member states, as well as signatories of the Agreement on the European Economic Area or the Swiss Confederation, to organize gambling activities in Romania.
