21KBet (SBR rating D-) players have submitted 28 payment complaints. The players are owed €28,342. Most of the players are waiting for payouts via Moneybookers, while some are hoping for bank transfer and Paypal. 21KBet has gone dark in its communication with SBR, and provides only generic updates to players. The sportsbook has largely blamed Moneybookers for the delays. SBR received a statement from Moneybookers that clarified 21KBet is not a registered gaming merchant, and that it would look into the user complaints. 21KBet offered 100% bonuses to lure in players, and appears to be uninterested in righting the ship. The last known payment was €670 last month to a player by bank transfer. 21KBet remains on SBR's sportsbook blacklist.

WSEX Sportsbook (SBR rating D-) is now more than $700,000 behind on payments. The troubled sportsbook has seen its player debt increase each month, as users continue to file complaints against the once well-regarded outfit. WSEX is still pinning the blame on procesors and the US climate for the delays, although most people by now recognize that the sportsbook is simply not making enough money to pay all of its players, and is either unwilling or unable to clear the debts out of pocket. WSEX is in a state that is referred to as "operating on the float" - that is, only releasing payments once more deposits come in. Based on the amount of payments that are being reported, the indication is that not many deposits are rolling in for WSEX. WSEX is still working email to try to bring in new clients, launching different casino promos and creating the impression that all is well with the Antiguan bookmaker. WSEX players have been waiting as far back as October of 2009 in some cases.

In a refreshing bit of good news, SBR reported that the DGS casino was certified as fair by renowned company Jacobson Gaming LLC. Headquartered in San Jose, Costa Rica, DGS is one of the industry's most widely used software. Jacobson Gaming, which is run by Dr. Eliot Jacobson, PhD, extensively tested the random number generator used in DGS games. DGS successfully passed the auditing process, which includes game fairness tests, RNG and statistical testing.

Blacklisted sportsbook 21KBet now slow-paying 28 players
21KBet Sportsbook (SBR rating D-) now has 28 slow-pays on file. Players are owed €28,342.

21KBet claims to be headquartered in Malta. SBR has confirmed that the sportsbook does not hold a license from the Lotteries and Gaming Authority (LGA). The LGA itself categorically denied that the slow-pay outfit held a license, after 21KBet displayed a seal on its website.

21KBet is refusing to address the payment issues. The sportsbook has made wild accusations that Moneybookers is the reason that players (even those who used bank transfer or Paypal) are not receiving payment. Moneybookers spoke with SBR to deny that that the sportsbook was a gaming merchant. SBR notes that even if 21KBet has used its outgoing transfer limit as a MB business account, it would still be free to withdraw its balance and immediately make payment to players an alternate way. The last confirmed payment from a 21KBet was a €670 bank transfer.

Scam alert: 21KBet Sportsbook not paying players
21KBet Sportsbook (SBR rating D-) is not paying its players. The Malta-based sportsbook is currently behind on €25,143 in payments to players. The last reported payment, made via bank transfer, was for €670. Of twenty-six players owed, seven are waiting for banktransfer, one Paypal and the rest Moneybookers.

SBR reported on 4 January 2012 that 21KBet blamed Moneybookers for not being able to issue payments via that method, claiming that it had no access to deposited funds. Moneybookers refuted part of 21KBet's assertions, stating that the bookmaker was not a registered gaming merchant. 21KBet declined to comment on why it could not pay players via an alternate method, or why players that deposited via other methods are also not being paid.

On January 16th, SBR reported that the Lotteries and Gaming Authority (LGA) of Malta issued a statement denying that 21KBet holds a gaming license.

21KBet is no longer communicating with SBR and is providing only generic updates to players on the status of their funds. SBR advises all users to avoid the blacklisted sportsbook.

YouWin confiscation dispute
YouWin (SBR rating D+) has reportedly confiscated €128 in winnings from a player. A player wrote SBR indicating that his YouWin account was created on 17 January 2012. The player deposited €250 via Moneybookers before increasing his balance to €378. YouWin attempted to call the player on February 1st, leaving the player a message. The player explained to YouWin that he was at work during their message and asked to arrange a call the following day. YouWin allegedly responded by closing the player's account, refunding his initial deposit to Moneybookers. The player claims to have no idea what he has done wrong. SBR is following up on this sportsbook complaint.

On January 5th, SBR reported that YouWin Sportsbook confiscated €14,677 from players in 2011. Although management initially expressed the willingness to work with SBR in resolving player disputes, the sportsbook has been uncooperative in recent discussions.

TowerGaming feedback wanted
A TowerGaming (SBR rating D+) player states that he requested payment of €527 on January 25th to Moneybookers. The player's withdrawal request was cancelled. The player states that on January 31st he requested payment again, and yet to receive his credit. Multiple emails to TowerGaming have went unanswered. SBR is following up on this sportsbook complaint.

On January 20th 2012, SBR reported that a TowerGaming player had winnings confiscated. TowerGaming confiscated €381 from a player on the grounds that the sportsbook's welcome bonus was intended for recreational sports bettors only. SBR is currently discussing this situation with TowerGaming management and will update this report.

A 24SportsWeb (SBR rating C-) player submits a withdrawal complaint. The player states that he requested €5,000 in early December 2011 to Moneybookers. The player says that he was told initially that the delay encountered was due to the holiday season. The player claims he was given a date of January 8th to expect payment. No payment was made on January 8th. SBR is investigating this payment complaint.

Scam alert: 21KBet Sportsbook
21KBet (SBR rating D-) is misleading players by claiming to be licensed by the Lotteries and Gaming Authority (LGA) of Malta. No such license exists. The LGA released a statement indicating that 21KBet has no connection whatsoever to the LGA. The 21KBet website claims to be headquartered in Malta. SBR has received forwarded emails from a 21KBet manager that went so far as to produce a bogus LGA registration number. The emails targeted players for deposits.

Nineteen players have reported not being paid. Fourteen of the players deposited to 21KBet via Moneybookers. These players' balances total €20,192. SBR reported on 4 January 2012 that 21KBet blamed Moneybookers for the eWallet delays, stating that it had no access to deposited funds. Moneybookers released a statement to SBR denying that 21KBet was an authorized merchant. 21KBet used a personal Moneybookers account to receive player deposits. Six players deposited with the sportsbook by bank transfer. One player confirmed being paid €670. 21KBet refused to pay the others, claiming player fraud.

21KBet continues to provide generic updates to SBR regarding the deceptive marketing and the delinquent payment requests. 21KBet is on the scam sportsbook blacklist at D-.

A fourteenth 21KBet (SBR rating D-) user has filed a sportsbook complaint. The player states that he has a balance of approximately $1,500 and is unable to receive payment. SBR reported on January 4th that the sportsbook claimed Moneybookers was responsible for the delays. SBR has received only one payment confirmation from a player that reported receiving payment via bank wire.

21KBet slow-pays update
21KBet (SBR rating D-) is currently not paying players that deposited via Moneybookers. In an unusual twist, 21KBet pins the blame on Moneybookers by claiming that the eWallet service "does not pay" deposited funds. The most bizarre aspect of 21KBet's assertions is that funds sent by a user to their Moneybookers account is immediately available in their balance. The sportsbook is suggesting that it cannot withdraw those deposits to an off-line bank account - another matter entirely, one that players are not responsible for.

SBR followed up with Moneybookers, who stated that 21KBet is not a registered gaming merchant and that it was investigating on its own the player reports of no-pay. Nevertheless, both personal and business accounts are able to receive and send funds through the Moneybookers platform. The advantages of being a registered gaming merchant is to not have any outgoing transfer limits; the distinction is not relevant in this case, as neither party has suggested a transfer limit has been reached.

21KBet: Moneybookers does not pay us money players deposited 21kbet therefore can not pay players who have deposited by Moneybookers, if within 15 days Moneybookers does not solve the problem, we will have to return the money deposited to the players who have deposited by Moneybookers.

Moneybookers: I would like to inform you that 21kbet.com is currently not one of our registered gaming merchants and we are already investigating the reported cases of deposits from our customers to them.

Two of the players state that withdrawal requests initiated in early December have not been filled, whilst a third player indicates that 21KBet claims to have submitted the payment, though his Moneybookers account has not been credited. SBR is investigating these sportsbook complaints.

Bet770 slow-pay complaint #2
A second Bet770 (SBR rating D+) payment complaint has been reported. A player submitted a payout request on November 24th, 2011 for £200 to Moneybookers. The player states that he has already verified his account and is cleared for payments. After nearly a month, Bet770 has yet to pay the player. The player states that he is given only generic replies from Bet770 acknowledging that his payout request is processing.

On December 17th, SBR reported that a Bet770 player was waiting for a payment of €280 for approximately three months without word on when his funds would be received.

Player vs VIPSports.eu: $1,390 account dispute
UPDATE: The player has been paid his balance. Management cites miscommunication for the confusion.

A VIPSports.eu (SBR rating C) player that deposited $500 and increased his balance to $1,390 claims that his winnings are not being honored. The player states that VIP has told him that his deposit would be refunded to his credit card. The player filed a dispute with SBR suggesting that he has no idea why he is not entitled to his winnings. SBR is following up on the account dispute with both the player and sportsbook.

Recent VIP Sports.eu news

On November 28th, SBR reported that a VIPSports.eu dispute was resolved. A player who had a $460 to win $400 hockey wager cancelled received credit for the wager he should have been able to make at his intended limits. The player also received credit for $35 in withdrawal fees which was docked by Moneybookers when VIP returned the player's balance. After learning that his wager was cancelled, the player grew upset with VIP and demanded that his account be closed. VIP credited the player's Moneybookers account a total of $95 to close out the sportsbook complaint.

Update: VIPSports.eu dispute resolved
Earlier today SBR reported that a VIPSports.eu (SBR rating C) player had a wager cancelled because the wagering software did not properly enforce limits. The player entered a $460 to win $400 wager on an NHL game Saturday, November 26th. After realizing that the wager was cancelled, the player said he missed out on re-betting the game elsewhere. The player then requested that VIPSports.eu close his account and refund his deposit. The sportsbook obliged and refunded his deposit via Moneybookers, though a $35 fee was charged by the eWallet. SBR followed up with management to discuss both the wager cancellation and withdrawal fee.

Management told SBR that that a software glitch caused the player to be able to place a wager in excess of the limit for residents of his country. The error has since been identified and corrected. Despite his funds not being at risk—as the wager was cancelled prior to the game starting—the sportsbook will pay what he would have won at the intended limits ($60). That amount will be added on top of the $35 fee which the sportsbook says was charged by the eWallet processor unbeknownst to them. SBR considers this dispute closed.

Scam alert: PulseBet sportsbook victim writes in
A PulseBet (SBR rating F) player tells SBR that he is owed €1,073. The player's first withdrawal request was made on October 26th, 2011 but rejected due to ID not being on file. After sending all the documents, PulseBet completed the request in their system but failed to send the funds through Moneybookers.

On November 17th, SBR reported that PulseBet and SynBet (SBR rating F) remain online despite a public admission of insolvency. On November 4th, SBR reported that the brands could no longer pay players.

Synbet and PulseBet both occupy a spot on the SBR Sportsbook Blacklist with a rating of F.

Unibet player has account disabled
A Unibet (SBR rating B-) player tells SBR that his account has been disabled. The player states that although his account was verified in July, Unibet asked him to provide a bank statement earlier this month. The player tells SBR that after sending the required document, Unibet closed the player's account and indicated that only his balance would be paid to him. The player says his last communication from Unibet was two weeks ago. The balance in the account was €685, with half of the funds coming from a Moneybookers deposit. The player noted that in his last communication with Unibet, it was stated the funds must be paid via bank transfer.

On October 5th, SBR reported that Unibet disabled two other player accounts. In both of those cases, players report that documents were provided to verify their accounts but the documents were ultimately determined to be unacceptable by Unibet.

Scam alert: Oddsmaker sportsbook not paying players
An Oddsmaker (SBR rating F) player writes to SBR with a payment complaint. On October 1st, 2011, the Oddsmaker player requested a withdrawal of $3,000 via Moneybookers. After numerous support requests without being given little more than generic replies, the player filed a sportsbook complaint through SBR.

Oddsmaker's replies to the player over a four-week span:

Reply #1: We do apologize for the delay but we're still working with the Moneybookers to have your paymen sent out. You will be notify via email once we have an update.

Reply #2: We do not have an update yet from the proper department and we cannot give you any time frame when your pay out will be send because we cannot still get into the Moneybookers to pay you.

Reply #3: We do apologize but we cannot send it via bankwire. We can only send in to you via Moneybookers but we cannot still have them to pay you.

Reply #4: We only have check withdrawal method for cashing out and we cannot send you one because you are a non-US customer. We only can pay you via Moneybookers and there's no update yet from the proper department.

Reply #5: We really do apologize for the delays of your withdrawal request. Please wait for the email from Cashier Department, they will respond to you once information are already available.

PulseBet Moneybookers delay complaint
A PulseBet (unrated) player writes to Sportsbook Review with a payment complaint. The player tells SBR that he requested a withdrawal on October 14th for €1,700 through Moneybookers which has yet to be paid. The player goes on to state that inquiries made to PulseBet following his payment request have not been answered. SBR is following up on this sportsbook complaint.

On June 7th, 2011, SBR reported that PulseBet satisfactorily produced evidence that the player from SBR's May 26th Pulsebet report engaged in fraud. PulseBet refunded the player's deposit after proving that the account was fraudulent.

A Tipico (SBR rating D-) player reports that a €2,000 balance has been confiscated. The Tipico player tells SBR that he opened his account on October 5th, 2010 and began wagering as normal. After three months of successful play, the player reports that his maximum wager size was lowered to €99. He continued to play, withdrawing through Moneybookers every so often even with the imposed wagering limit.

Betmotion sportsbook closes player's account in country dispute
A Betmotion (unrated) player has written Sportsbook Review with a payment complaint. The player registered a Betmotion account on August 29th, 2011 and made an initial deposit of €100. The player tells SBR that his account was closed on September 12th, 2011 and that he was told that residents of Belarus were not allowed to place bets with Betmotion. The player goes on to state that his balance of €1,171 has not been credited to his Moneybookers account. SBR is following up on this sportsbook complaint.

The most recent Betmotion sportsbook dispute was reported to SBR on August 24th. A player stated that he requested a withdrawal of €292 on July 20th, 2011. The payment request was via Moneybookers. No update has been provided from Betmotion sportsbook to SBR.

A Sportsbook.com (SBR rating D-) player reports requesting a $2,500 Moneybookers withdrawal on September 15th. The player tells SBR that his payout has not processed as of yet. Sportsbook.com (ag) allegedly informed the player that there were processor problems leading to the payment delay.

BetGoTo payment complaint reported
A BetGoTo (SBR rating D-) player has written SBR with a payment complaint. The player tells SBR that he has received some small payouts over the course of three years from the slow-pay sportsbook and casino group, but is currently waiting on approximately $2,700 since October of 2010. The player reports sending numerous emails to BetGoTo to attempt to receive an update on his withdrawal status.

On August 1st, 2009, BetGoTo entered the SBR sportsbook ratings guide under slow-pay sportsbook group
GoToEntertainment, which is most known for powering GoToCasino, Enterbet, and dozens of similar brands. The group is headquartered in San Jose, Costa Rica, staying below the radar and operating off mailer lists. The family is not believed to have many current active players. GoTo briefly operated out of the BetPhoenix (SBR rating C) facility in 2010 before being ejected. During the Go-To stay, BetPhoenix paid $10,000 to delinquent accounts.

On December 10th, 2010, a GoToEntertainment group player reported not being paid two Moneybookers withdrawals totaling $5,000. Since then, SBR has received little from GoTo group players. Betmotion sportsbook payout complaint
A Betmotion sportsbook (unrated) player has filed a payment complaint. On July 20th, 2011, the player requested a withdrawal of €292. The payment request was to be filled through Moneybookers — one of the most popular withdrawal methods for online sportsbook players — but as the player details, no payment has been made to him. The player has grown increasingly anxious over the state of his withdrawal request as he has read other Betmotion news reported by SBR.

On July 28th 2011, a BetMotion player claimed that his account was unfairly shutdown. The player reported having a €1,741.97 balance and that his requests for support went unanswered. The complaint remains outstanding.

MyBet sportsbook dispute
A MyBet sportsbook (SBR rating D+) player tells SportsbookReview that he made a payout request for €6200 on August 16th, 2011 through Moneybookers. The player reports that he was told that there were technical issues within the payouts department that prevented MyBet from willing his withdrawal. The player was told that he would receive his funds by Monday, August 22nd but has not yet been credited.

While only waiting for four business days, the player has grown apprehensive over the state of the D+ rated Mybet, a Malta based operation that has confiscated winnings in the past after alleging account theft. SBR urges bettors to use extreme caution when choosing to deposit with lowly rated sportsbooks with troubled histories. Fonbet payment via Moneybookers?
A Fonbet (SBR rating C) player submits an account complaint. The player tells Sportsbook Review that he is unable to withdraw his funds via Moneybookers, despite Fonbet accepting deposits from Moneybookers and listing it as a valid payout option. Instead, the player reports that he has been asked to take an alternative payout method that would involve him incurring a larger fee than with Moneybookers. Normally, sportsbooks are expected to eat a percentage of the fees if forcing a user to accept a payout method other than his point of deposit (unless otherwise noted). BetPhoenix player receives balance following Moneybookers Request
A BetPhoenix (SBR rating C) Moneybookers player confirms payment. The player originally asked for a £2000 payment via Moneybookers in March of 2011. BetPhoenix suggested the player open a Neteller account at the time of the withdrawal request but the player was unable to use that option. After continued discussion, BetPhoenix ultimately suggested that the player settle for a different payment method and agreed to asses the same lower would-be fees of Moneybookers. The player reported receiving £2,110 today.

BetPhoenix has been inconsistent with eWallet payouts over the course of the year. The issues first started in the second-half of the 2010 football season. The downward spiral led to four rating adjustments since February. Users report $30,654 in delinquent pending payouts.

UPDATE: There are no longer outstanding Moneybookers complaints on file.

Update — A new $2,500 slow-pay complaint has been filed. A player tells SBR that he requested a $2,500 payout via Moneybookers on April 14th, and has not received payment. BetPhoenix was lowered from C+ to C on June 29th, 2011.

A new BetPhoenix (SBR rating B-) slow-pay report has been made. A player states that he requested $916 via Neteller on May 2nd, and has yet to receive his funds. BetPhoenix advertises both Neteller and Moneybookers as withdrawal options, though players are not being paid within the advertised payout times. The BetPhoenix banking page lists a 10-14 business day time-frame for eWallet payments. In total, seven BetPhoenix players report being owed $18,345.

BetPhoenix has recently underwent a software change. The BetPhoenix sportsbook and racebook platform are now powered by Digital Gaming Solutions (DGS).

The check request is unique given that BetPhoenix management stated payout issues were experienced primarily by eWallet users.

BetPhoenix player:
Requested a $2,000 withdrawal on Mar 23, and I was told that it would take 7 to 10 business days to process (even though the website at that time said that the processing time was 3 to 5 days). I also was told that this was the only withdrawal method available (even though the website says that person to person transfer is available).

I contacted customer support via chat last week and was told that I would receive my check that week. However, the money is still in my account this morning and has not been sent. I contacted customer support via chat again this morning, and was told that it would be processed this week (today is the thirteenth business day.)

BetPhoenix Sportsbook payout update
On March 27th, SBR reported five players' BetPhoenix (SBR rating B-) complaints. Two of those players have confirmed receiving payment. The first player received a $4,000 check requested on March 8th; the second a £2,000 Moneybookers withdrawal initiated on February 25th.

Since SBR's update, a new BetPhoenix complaint has been reported. A player tells SBR that he has been unable to get a manager's update on when he will receive his next $4,000 payment. The player describes calling and sending numerous emails without a response back.

BetPhoenix management yet to provide comment in April regarding these complaints. In total, four players are owed $16,058 with the earliest payout requested on February 24th.

Five BetPhoenix (SBR rating B-) players report being slow-paid. Four of the players requested their payouts via Moneybookers or Neteller. The fifth player asked for a $4,000 withdrawal by check on March 8th.

BetExpress, sportsbook bonus complaint
A BetExpress (unrated) bonus complaint has been reported. A player states that he signed up through BetExpress to accept an offer advertised through Moneybookers. The player states that he placed a winning bet with BetExpress, but that the day after his bonus plus winnings were voided. SBR is investigating this complaint.

BetPhoenix players complain of longer than advertised payout times
BetPhoenix (SBR rating B-) has struggled to pay players via advertised eWallet methods, such as Neteller and Moneybookers, within their listed time-frames. The delays were first reported by users in July of 2010. Management initially assured SBR that this would not be a problem once they funded their eWallet merchant accounts. Currently there is no time table for how long these payouts will take or if Phoenix will update its website which already lists 7-10 business days for what is an instant method when using a funded account.

In light of their inability to service players by eWallet, BetPhoenix has offered to fill player withdrawals through bank wire, an option that many do not wish to accept since each time winnings come back to their checking account there are fees for country taxes as well as currency exchanges. Players then have to redeposit to Neteller or Moneybookers and then wait for it to clear, if they want to move their gambling funds to another sportsbook.

SBR has suggested that the BetPhoenix group update their website with accurate estimates for Neteller and Moneybookers to avoid false advertising. The BetPhoenix family, including BetPhoenix, Betmania, WagerChief, and Sports-1, have been downgraded yesterday to B-.

Win4Real theft of player winnings?
A Win4Real (SBR rating C-) player reports that his winnings are not being honored. On February 26th, the player opened his account with Win4Real, depositing $12,000 via Moneybookers. He increased his balance to $32,000.

On March 7th, Win4Real zeroed the player's balance claiming that he also has a Sportsbetting.com account. Win4Real is part of the Sportsbetting.com Group, which has a rule prohibiting players from having more than one account with the family. | Win4Real dispute

Two WSEX Sportsbook (SBR rating D) players confirm partial payment. The first player reported a $2,500 payment; prior to receiving this withdrawal he had $25,000 in delinquent payout requests. The withdrawal requests ranged from December 12th to January 4th. The second player reported a successful $1,800 Moneybookers withdrawal. After receiving those funds, the player still has a balance of $7,900 which he has been trying to withdraw since April of 2010. BetHorizon player submits withdrawal issue
A BetHorizon (SBR rating B-) player writes to SBR stating that he has been having difficulty withdrawing $5,000. The player states that he originally asked for his funds one month ago. He claims BetHorizon was unable to pay him back via his deposit method, Moneybookers, and also was unable to send a bank wire. The player states he was told he would be sent money orders via mail, but to date has yet to receive them. SBR is following up on this complaint.

Cashpoint player account wagering dispute
On December 18th, a Cashpoint (SBR rating C-) player deposited €100 by Moneybookers. Three days later, the player found that he was unable to place any wager, even for €1. When the player requested his money thinking that Cashpoint chose not to accept his business, he was informed that his deposited amount must be rolled over at least once prior to a withdrawal. SBR is discussing this dispute with Cashpoint. On 12/10, SBR reported that Cashpoint voided a player's balance.

On 7/19, SBR reported that the GoToEntertainment Group, which includes Enterbet and GoToCasino, left the BetPhoenix building and platform before a takeover deal was finalized. $10,000 was paid to delinquent GoTo account holders during GoTo's brief period in the BetPhoenix office.

On November 11th BetPortugal informed the player that the sportsbook was undergoing an ownership change, and that a new account would be created for him. SBR is confirming with the player that his funds were received.

Xlbet:
It has just passed our risk team and will be processed within 48 hours. We have many bonus hunters with shared I.Ps these days due to larger affiliate campaign, and that is the reason for the delays.

A second Xlbet (unrated) payment complaint has been reported. On October 10th a player asked for a €500 withdrawal via Moneybookers, but has to date not been credited with his funds. The player mentions that Xlbet has not responded to his e-mail inquiries and that their live help is off-line. On 8/15, SBR reported that an Xlbet player was being slow-paid on a €115 payout by Xlbet. Xlbet failed to respond to SBR in that dispute and the player never confirmed receiving payment. Unibet seizes €1200 balance from player
Unibet (SBR rating B+) has seized a player's €1200 balance. The player deposited €400 in late August and received a €100 bonus. In the following two months of play, he increased his balance to more than €20,000. After providing proof of address & other ID, Unibet paid the player €18,000 through Moneybookers. Although reduced limits were imposed on the player, he continued to play with Unibet and lost €1000 through normal play before Unibet closed his account with a balance of €1200. He claims that Unibet accused him of being a "price trader" and that he would not be paid the rest of his funds.

On 10/29, SBR reported that Unibet closed a player's account & confiscated a €600 balance. Unibet has not provided comment to SBR on this case yet.

A Neobet (unrated) slow-pay complaint has been reported. On September 13th, a player requested a €995 payout by Moneybookers. After waiting one week, the player had not been paid, and asked if the payout could be made by bank transfer. Neobet agreed to the bank transfer, but failed to deliver payment. Neobet is not answering the player's emails. SBR is attempting to discuss this dispute with the sportsbook. On October 8th, SBR reported on another instance of Neobet slow-pay.

A withdrawal complaint against Neobet (unrated) has been reported. In early August, a player accepted a €50 bonus on a €50 deposit. He completed the required rollover on September 16tth and requested a payout of €336. A week later, Neobet's live support stated that there were difficulties with Moneybookers and arrangements could be made to pay the player out through Western Union instead. The player accepted the offer, but in the following weeks to come was not provided any WU pickup instructions. His €336 withdrawal is still pending in his account, and he has not been answered since via e-mail or chat. SBR is following up on the complaint.

On September 12th, a Betmotion (unrated) player asked for a withdrawal of £84 via Moneybookers. After a week of not receiving his funds, Betmotion sent the following e-mail explaining the payment delay:

We would like to inform you that unfortunately we are having a delate on payout, we are working in order to solve it as soon as possible. we apologize and appreciate your patient. We will get in contact when withdrawl be ready.

Noticably absent from Betmotion's e-mail was an expected payment time. On September 28th, a player reported payment from Betmotion after SBR pursued the matter with the sportsbook. SBR is following up on this complaint with Betmotion.

Jazz Sports player details frustrating withdrawal experience
A JazzSports (SBR rating C) player has written to SBR explaining his disappointment with the handling of his bank wire payout from Jazz. In June of 2010 he requested a $4917 payment via bank wire. The player opted not to choose Moneybookers as his withdrawal method due to Jazz's admission that they were allegedly waiting for a wire to replenish their Moneybookers account. Thinking he was selecting a more expedient method, he requested the bank wire; and has yet to receive payment. SBR is investigating the payment complaint on behalf of the player. The entire Jazz Sportsbook Group family, which consists of Jazz, LooseLines, and ABC Islands was downgraded to C on June 1st for the inability to process large payouts in a timely manner.

Bet770 bonus complaint
Bet770 (unrated) has limited a player's wager limits to 0. A player wrote in to SBR stating that in June of 2010 he deposited €175 to Bet770 for a 100% cash bonus. He then increased his balance to €514 after making several wagers. With €750 left to rollover, the player states that Bet770 limited his account to a 0 wager limit on the premise that the sportsbook was investigating his play. Bet770 has since failed to offer any explanation to the player or SBR.

Bet770 also has a sportsbook payment complaint on file from July 4th. A player requested a withdrawal of €8142 through Moneybookers and never received payment.

BetUS not honoring freeplay winnings?
A BetUS (SBR rating C) player deposited $1,000 via Moneybookers on August 11th. He accepted a $1,000 freeplay which carried a 6X rollover and a 60 day hold. His first wager risked his entire freeplay on Kansas City +1.5 at the price of +135. After winning that wager and increasing his balance by $1,350, BetUS closed the account. The player states that he was told that BetUS caters only to recreational players. To date the player has not confirmed receiving his deposit back. BetUS has not returned communication with SBR regarding the complaint.

In mid-March, a player had $6000 confiscated by BetUS. BetUS originally claimed the player was part of a syndicate, then later said that the winnings were from illegal correlated parlays. BetUS offered no proof of their claim.

BetHorizon player confirms partial payment
A BetHorizon (SBR rating B-) player has confirmed receiving a partial payment. He requested £1000 on May 3rd via Moneybookers, and received a payment of £350 today. On July 9th, BetHorizon management stated that in approximately 10 business days all Moneybookers accounts would be caught up. BetHorizon attributed the delays to banking restrictions via that method. Two other players have yet to confirm receiving payment toward their May 14th & 15th withdrawal requests. SBR will update this report.

Globet sportsbook withdrawal problems
On May 28th, a GloBet (SBR rating D+) player requested a withdrawal of £1,190 to his Moneybookers account. His payout has yet to be filled. The same day the player asked for his funds, Globet replied that he must provide proof of age. After sending his passport, no further response was given by Globet. The player has attempted contact throughout July inquiring on the status of his payout, and has been told only generic remarks. This is consistent with the second Globet payout complaint on file with SBR; which Globet has still yet to comment on. SBR will update this report.

A WillHill (SBR rating A) player reports that his payout requests were canceled. The withdrawals were for a total of 35,000 SEK ($4,795). WillHill initially stated that Moneybookers was responsible for declining the transactions. Moneybookers denied this, WillHill then clarified that its withdrawal system suffered from a technical glitch. SBR is following up on the complaint.

BetHorizon player reports partial payment
A BetHorizon (SBR rating B-) player from SBR's July 18th report has confirmed receiving €647 toward his €3000 payout request. He asked for payment originally on May 14th via Moneybookers.

BetHorizon management has attributed payment issues to banking restrictions and delays caused by an "overload" in payment requests via that method. Two other players reported requesting €1391 and €1000 respectively on May 3rd and May 15th also via Moneybookers, and have yet to confirm receiving any payment. SBR asks players with payment issues at BetHorizon to submit a sportsbook complaint form.

Player reports difficulty reaching ABC Islands
The ABC Islands (SBR rating C) player who was the center of SBR's July 7th slow-pay complaint has still yet to receive his funds. He requested $2500 to his Moneybookers account on June 26th. The ABC Islands live chat continues to remain off-line and the player has reported that his e-mails since requesting payment have went unanswered. The Jazz Sportsbook Group has not discussed payment issues with SBR in 3 weeks.

On July 9th, SBR reported that BetHorizon (SBR rating B-) stated that all Moneybookers payouts would be caught up within 10 business days. Since this time, an additional player has come forward to inquire on Moneybookers payouts as he has attempted to request his balance of $10,825. BetHorizon addresses Moneybookers slow-pays
BetHorizon (SBR rating B-)
has stated that all Moneybookers payout requests would be cleared in the next 10 business days. Three players have written into SBR detailing instances of Moneybookers slow-pay. BetHorizon cited banking issues and an overload of Moneybookers requests as contributing to the delays. BetHorizon has also informed SBR that they will no longer be offering bonuses to those that deposit via Moneybookers.

A JazzSports (SBR rating C) slow-pay complaint has been reported, one day after the ABC Islands (SBR rating C) payout complaint was published. On May 19th a player requested $2,330 via Moneybookers — he was paid $500 on June 4th, and has received no subsequent payments or response to his e-mails. Players that wish to withdraw funds from any Jazz Sportsbook Group are limited to e-mailing their requests. SBR is investigating the JazzSports and ABC Islands complaints.

BetHorizon — Moneybookers complaint
A BetHorizon (SBR rating B-) payout complaint has been reported. On May 14th a player requested £3000 via Moneybookers. After realizing his withdrawal was being delayed, the player communicated with BetHorizon and was allegedly told he would receive at least half of his withdrawal by June 6th. As of July 8th, the player states he has received no payment toward his balance. SBR will update this report.

I put in a request of £3000 on 14th May 2010, I asked for it to be sent via Moneybookers. I've been really patient with bethorizon but now they have missed too many deadlines. The latest deadline was set by the operations manager who said I would have half of my withdrawal by Tuesday 6th June, his last email to me on this date was "probably tomorrow". Well tomorrow came and I emailed him again, this got ignored.

Jazz Sportsbook Group payouts update
The Jazz Sportsbook Group, which includes ABC Islands (SBR rating C), LooseLines (SBR rating C), and JazzSports (SBR rating C) currently has three outstanding slow-pay complaints from players totaling $11,500 in funds owed. A manager stated that one of the payout requests, which was reportedly made by a player via e-mail on June 1st was not received. Jazz has discontinued its live chat service, players that wish to withdraw funds must log their requests through e-mail. The player states he requested $2500 to be paid to his Moneybookers account. Players 2 and 3 requested $4000 and $5000 respectively via check in the first week of June. Three other players who wrote to SBR for sportsbook assistance allegedly received payments via Moneybookers. SBR is confirming the payments with these players and will monitor their progress in requesting the rest of their balances. Jazz has claimed it is expecting a bank wire to hit their Moneybookers account to allow for additional eWallet payments. All sportsbook within the Jazz Sportsbook Group were downgraded to C on June 1st for difficulties processing eWallet payments in their listed time-frame.

Jazz Sports player points out misleading listed payout times
A Jazz Sportsbook (SBR rating C) payment complaint has been reported. On May 27th a player requested $4142 via Moneybookers, before learning from Jazz that he would have to limit his payout requests to $500 increments. This is despite the message on the JazzSports website listing "Same day payouts, receive within hours of your request (up to $5000)". To date the player has received 5 payments from Jazz, and is now being asked to wait an additional two weeks per payout request. Jazz Sports was downgraded to C on June 1st for its inability to efficiently service eWallet methods, along with LooseLines (SBR rating C) and ABC Islands (SBR rating C).

Stryyke voids players winnings and closes account without providing reason
Stryyke (SBR rating D-)
has closed a player's account and confiscated €300 in winnings. The action came after a May 18th withdrawal request of €30. Stryyke stated to the player that his initial deposit of €446 would be returned to his Moneybookers account minus a €25 'handling fee'. Stryyke provided no reason as to why the player's account was closed, but has recently justified confiscating winnings from professional players.

Stryyke:
Your initial deposit of 446€ will be credited back to your Moneybooker account withholding a handling fee of 25€. In consequence, you account will remain frozen.

Stryyke payouts update - 31 players owed €27,873
Stryyke (SBR rating D-) slow-pay complaint #31 has been reported to SBR. On May 17th a player requested €424 via Moneybookers. He has sent e-mails to Stryyke customer service which have went unanswered. Stryyke owes 31 players €27,873.85, and has declined to discuss cases with SBR any longer. Stryyke recently confiscated winnings from a player citing that players determined to be professionals are ineligible for any winnings.

Unibet account closure dispute - funds not returned
A Unibet (SBR rating B+) account closure complaint has been received. On March 24th a player alleges that Unibet closed his account which held a €710.44 balance. Unibet requested the player confirm his Moneybookers and bank account information prior to sending his funds. Unibet made no indication as to why the account was closed and whether or not just his deposit would be returned or the entirety of his balance. This is the second outstanding complaint of Unibet closing a player's account without making a payment to the player. SBR is following up with Unibet.

WSEX (SBR rating C-) is currently slow-paying 36 players a total $226,715. The oldest payout request was made in October of 2009. SBR's last WSEX slow-pay report published on May 14th detailed 33 players being owed $184,284. Since that time, three new WSEX players have come forward who are owed a combined $39,431.

and ABC Islands (SBR rating C) players have reported three new slow-pay complaints. Both sportsbooks were recently downgraded to C, along with LooseLines Sportsbook (SBR rating C) for failing to offer reasonable eWallet service to players. After losing the ability to offer Neteller, the DPT Sports Group family also began to slow-pay via Moneybookers and bank wire. Jazz management attributes the delays to failed processors and banking restrictions. $7500 is owed in total to the 3 players that wrote to SBR for assistance; this increases the amount owed by Jazz to $16,500 to 5 players. Players in need of assistance with Jazz, LooseLines, and ABC Islands are asked to submit sportsbook complaint forms.

The player details being told by BetHorizon CS that a wire was being sent to Moneybookers to replenish their account. As of June 2nd, the player has still not received payment. SBR is investigating.

Casineto player reports a $103 slow-pay

has received another slow-pay complaint. A player requested a withdrawal to Moneybookers for $103 on April 4th. On May 20th SBR reported that Casineto claimed that all of the then 16 players who filed sportsbook complaints could expect payment by May 28th. Casineto initially projected that payouts would be caught up by the 24th, but is apparently requiring additional time in honor of the "Whitsun (Pentecost" holiday. Casineto now owes 17 players $7190, the first payout request was made in May of 2009.

Sports-1 players report Moneybookers slow-pay
Sports-1 (SBR rating B) players have reported Moneybookers slow-pay. Player 1 requested $4000 on April 24th. Player 2 requested $3700 on April 26th. Player 3 requested €1500 on April 27th.

Player 2 asked to receive a Western Union payment in light of the Moneybookers delay, but was denied permission. SBR is discussing all three cases with Sports-1 management, and inquiring as to why the players cannot opt for a different method given that Sports-1 has not been able to complete the payouts in its standard time-frame.

Casineto slow-pays update: $6637 owed to 15 players
Four new Casineto (SBR rating D-) slow-pay complaints have been filed. In SBR's last Casineto update, the sportsbook claimed that the 11 players who filled out sportsbook complaint forms could expect to receive payment by May 25th. Since that report, 4 new payment complaints have been submitted to SBR. Casineto's debt to 15 players is now $6637; with the oldest payment requested in May of 2009.

The casineto.net bookmaker seems do not like to payout my winnings (1025 USD) I asked the payout on 04.04.2010 23:18 by Moneybookers. And they show me big letters:secured and fast deposits, guaranteed payouts within 48 hours. I wrote 4 e-mail to them: when will I receive my payout, why is the delay, they answered me that they work so hard, and it will done as soon as possible...etc. They do not asked for me documents, but I send them after two weeks they do not payed, but they do not answer or comment it. Bet911 announces it is broke and unable to give players their funds
Bet911 (SBR rating F) has announced that their sportsbook is insolvent, and cannot pay winners their balances. Bet911 was the subject of a May 3rd report regarding Moneybookers slow-pay complaints. Moneybookers addressed the report by stating that Bet911 had no money in its merchant account. Bet911 claimed initially on April 29th that fraudulent transactions had taken place from Moneybookers users, and that an internal investigation needed to be completed before payouts could be processed. Today Bet911 retracted that remark by issuing the following statement to players at SBRforum:

Bet911 has no funds to pay our players at this time. I want everyone to know that we are doing our best to relocate all of bet911 players with another book that will honor all the funds you have in your accounts and the withdraws that you are all requesting. We have no funds cause you the players have beaten us. It is that easy. We are honorable and are trying to either sell the book or find some partners that will back us up with funds. My estimated date for resolvement of this issue is the 21 of May to the end of May. Yes there is a chance that we may not find anyone, but I am trying my best and I will keep you all updated as to what is happening when something does happen.

Bet911 has been downgraded to F. SBR is aware of at least one sportsbook looking at the possibility of taking over player balances. Bet911 has a higher than average amount of sharp players that make the acquisition undesirable to most potential suiters. Bet911 has been attempting to partner or sell to another sportsbook for at least the past year. 188Bet player complaint - sportsbook voids balance
A 188Bet (unrated) sportsbook complaint has been received. On May 1st a player deposited via Moneybookers before zeroing out his account. The player then funded twice by debit card for $450 and $400. After placing a few wagers, 188Bet adjusted his balance to zero, then asked the player to provide ID documents. The player obliged and sent his ID right away, but did not respond to 188Bet's request for a bank statement showing his address within a 48 hour window - so 188Bet refunded $450 in deposits to the player's credit card. The player points out that his total deposits for the time period that his deposits were voided in is $850.

SBR is following up with 188Bet.

BetKlass sportsbook complaint
A complaint has been filed against BetKlass sportsbook (unrated). On March 20th a player deposited €899.44 into his account, and as of April 20th received a confirmation that his ID and address documents were approved. After two weeks of play he increased his balance to €1131.71, then requested a withdrawal via Moneybookers on April 24th. BetKlass canceled the withdrawal request and informed the player that more information would be provided to the player in the coming days. As of May 5th no explanation on the withdrawal cancelation has been provided to the player. SBR is following up on the complaint.

Moneybookers addresses Bet911 complaints
On April 28th, SBR received complaints that Bet911 (SBR rating C-) was not paying players out via Moneybookers. After one day, Bet911 addressed the reports by claiming that multiple fraudulent transactions were made by their players using the Moneybookers system. Bet911 initially vowed to pay players out via alternate methods, such as by check, before back-tracking and declaring that no player who requested a Moneybookers withdrawal would be paid prior to completion of an internal investigation. Despite this statement, hours earlier the player from SBR's April 29th newswire reported payment. Bet911 has not returned any of SBR's communication since April 29th. Additionally, Moneybookers has taken issue with Bet911's stance concerning why players were not being paid out via Moneybookers. Moneybookers has stated to SBR that Bet911 has insufficient funds to complete their payments to customers. SBR has lowered Bet911's rating to C-.

A Bet911 (SBR rating C) payment complaint has been received. On April 19th a player requested a $1500 withdrawal to his Neteller account. On April 26th Bet911 informed the player both Neteller and Moneybookers were unavailable for payment, and he would have to instead accept a check withdrawal. SBR is asking that Bet911 remove eWallet offerings as withdrawal options from its website whilst players are unable to use these methods. On April 29th, SBR reported that Bet911 was conducting an "internal investigation" on all Moneybookers accounts after receiving five allegedly fraudulent transactions.

has addressed the Moneybookers complaints reported on April 28th. Bet911 has claimed that 5 unrelated players allegedly made fraudulent Moneybookers transactions to and from Bet911, and as a result the decision was made to remove Moneybookers as a withdrawal option pending the outcome of an internal investigation. All players are being offered to receive check payments in place of Moneybookers. SBR is asking that Bet911 not impose any additional withdrawal fees should players be forced to receive checks while Moneybookers is unavailable.

Bet911:
Bet911 has determined that all Moneybookers depositors will not be given a withdraw of any kind until they have been approved by our investigations department through an internal investigation that they are no longer a risk of any type to Bet911 in any sort of way. Once your account has been a been approved your current withdraw will be processed in a fast and timely matter. Until then all withdraws to any moneybooker depositor will be on hold. Also it has been determined that Moneybookers will no longer be used as a form of withdraw even if your account has been approved until all accounts have been investigated. Once your account has been approved by the investigations department you will be allowed to receive a withdraw via check. Any one that has not deposited through Moneybookers is free to put in a withdraw request at this time via check or money gram.

Three Bet911 (SBR rating C) Moneybookers complaints have been received. Player 1 requested a withdrawal of £615 on April 19th and was informed that Bet911 had no funds in Moneybookers despite it being listed as a valid payment option on the Bet911 website. Players 2 and 3 requested Moneybookers payouts on April 23rd & 27th respectively and were informed that there were fraud issues with Moneybookers and that the Bet911 Moneybookers account was allegedly compromised. All players were offered to receive checks instead until Moneybookers access is restored. SBR is investigating the complaints.

Casineto - player reports 7 month slow-pay
A Casineto (SBR rating D-) slow-pay complaint has been reported. A player requested $54 to his Moneybookers account on October 8th, and has yet to receive his funds. On April 23rd SBR reported on a Casineto player being paid after a 10 month slow-pay. Casineto currently owes six players that have filed slow-pay complaints $4464, the oldest withdrawal request was made in May of 2009.

I ask you if you can help me please in some way to recover some money from Casineto. I made a withdraw request ($54 total amount) via Moneybookers from 8th October and I still waiting for my money. I sent every month an email and each time they sent me the same answer: "please be patience, your money will come"! It's incredible! It past 7 month and I still waiting for my amount to be transferred to my Moneybookers account. I don't believe!

A Stryyke (SBR rating D-) slow-pay has been reported. On January 27th a player requested a withdrawal of €1135. As of April 20th, his Moneybookers account has not been funded. Stryyke's website lists the expected Moneybookers time-frame as 24-48 hours. Stryyke's debt has increased to €18,797.20 across 22 players, with the oldest payment requested in May of 2009.

Oddscompany confiscates deposit+bonus due to shared IP
A player deposited €90 into his Oddscompany (unrated) account on March 24th. After increasing his balance to €286.10 he requested a withdrawal to Moneybookers on April 11th. At this point Oddscompany removed all winnings from the player's account and charged an €88.20 processing fee due to his account using the same IP address as another player.

Oddscompany:
As mentioned before we found out that two accounts in our database have used exactly the same IP-adress. The fact that several other factors in these accounts are exactly the same, it was obvious for us that you made a double account. This is according to our GTC’s not allowed. XIII. Supplementary conditions for online bets (Internet bets)

5. Only one registration per user is allowed and the account-keeping and the placement of bets are only on one’s own account. In case of violation, all opened betting accounts of the user will be closed, all placed bets and all movements on the betting accounts will be cancelled. For the cancellation the bookmaker will charge the user € 100,00 for every affected betting account. The payout of possible winnings of the affected betting accounts is not possible.

Therefore we cancelled all your bets and winnings and charged a fee of 88,20 as you had not enough money on your account.

The player informed SBR that upon opening his account he supplied a copy of his passport and debit card to Oddscompany to verify his identity. As for being linked to another IP address, the player has stated that he has placed bets through a university computer. SBR is following up with Oddscompany.

Five new Casineto (SBR rating D-) slow-pay complaints have been received. The payments were requested ranging from May of 2009 to April 1st of 2010. The players are owed a combined total of $4410. Casineto also owes two other players a $1900 from SBR slow-pay reports on March 25th and March 30th. Casineto's website promises players payouts within 48 hours.

BetFred bonus complaint
A BetFred (SBR rating B-) bonus complaint has been reported. A player opened an account to take advantage of a free £100 bet offer. The player won his free bet on a 12/1 horse wager, then won his next play on a 16/1 wager. The player requested a withdrawal of £2900 to his Moneybookers account. After 5 days of no communication from BetFred or Moneybookers payment, the player called BetFred and was informed that his account was being investigated for bonus abuse. No further information was given to the player. SBR is investigating.

BetDOS (SBR rating D-) has disabled the account of the player from SBR's March 3rd complaint. The player funded his account with a €460 deposit on March 5th via Moneybookers. BetDOS instead credited his $460 and ignored subesequent emails requesting to have the amount corrected. BetDOS has not communicated with SBR. BetDOS has been downgraded to a rating of D-.

Stryyke addresses complaint
Stryyke (SBR rating D) has addressed a complaint filed on March 1st. A player complained that his withdrawal of €789.50 via Moneybookers requested on February 25th had not yet been paid. After investigating with Stryyke, it was alleged that the player circumvented his wagering limits. Stryyke stated that it would consider closing his account and refunding only his deposit. The industry standard when wagering limits are circumvented is to honor all winnings and then sanction the account, either by way or warning or ejection. SBR is asking Stryyke to pay all winnings to the player.

Dimeline Sportsbook: botched bonus update
Dimeline Sportsbook (SBR rating D) addresses bonus complaint SBR reported on March 2nd. On January 5th 2009 a player deposited €2000 in exchange for a €2000 cash bonus with an 8X rollover. The bonus was double credited resulting in the players balance increasing by an extra €4000 in bonus money. The player slowly wagered €20,182 toward his rollover throughout baseball season. On January 1st of 2010 Dimeline removed €4505 in bonus money from the account, leaving the player with his original deposit. Dimeline discovered the crediting error when the player requested Moneybookers payment, additionally, the player was nine months past Dimeline's posted rule on rollover completion time. The rule is stated as follows:
Rollover is calculated on the lower of the risk or win. Rollover must be completed within 90 days. If a player fails to meet the rollover the real money bonus amount will be converted into free money and a rollover is no longer required.
At the time of the adjustment, Dimeline states the player was down $1200. Dimeline has offered to refund the players €2000 deposit in full, noting that any proration of bonus play would leave the player with a significantly less return.

A player has claimed that Bet1128 (SBR rating D+) has suspended his account due to his Moneybookers email address allegedly not matching his sportsbook registered address. The player states the emails are the same or the system would not process the withdrawal request. After disabling the Moneybookers option for his account, Bet1128 proceeded to suspend the bettors account. SBR will inquire on the status of the players account and his funds.

He states that a total of 10 emails were sent to Heroes, each of which were answered with generic replies that payments would resume soon. Heroes players have filed 13 slowpay complaints with SBR for a total of $78,165.19 in owed funds. Stryyke player confirms payment
A Stryyke (SBR rating D) player has confirmed payment. On October 18th the player requested €1299 via Moneybookers. The withdrawal time was attributed to processor delays and a lengthy auditing procedure by Stryyke called a 'KCY' check.

1. Verification of the player identity, proof of age and address
2. Determination of the sources of funds
3. Verification of the Payment method
4. Verification and Maintenance of the player records (activities and games)

Two new BetDOS (SBR rating D+) slowpay complaints have been received. One player requested a $500 Moneygram on January 15th and has yet to receive his funds. The second player initiated a payout request on January 12th for $1567 via Moneybookers. BetDOS customer service has cited an absent manager as the reason for payment delays.

BetDOS CS:
The problem is that before he was in the office every day, and now he's away and not logged in enough.

In total SBR has recorded six outstanding slowpay complaints against BetDOS. $5908 is owed to players with the oldest requested initiated on December 10th.

A Stryyke (SBR rating D) player has reported payment. On January 13th the player requested a €200 payment to his Moneybookers account. Eight Stryyke players have filed complaints over the last month reporting a total €4769.31 in owed funds. On 1/22 SBR first reported on a BetTango (unrated) slow pay complaint. The player created his BetTango account on November 9th. The account was funded via Moneybookers for $340. After being unable to contact BetTango via their listed phone numbers, the player contacted Moneybookers as BetTango was promoted on their website under their gaming promotion advertisements. Moneybookers supplied an email point of contact for BetTango. On December 14th, the player requested a $1900 cashout back to his Moneybookers account. On December 16th the player was informed his payment would be processed within the next 24 hours. After another 7 days of waiting, BetTango claimed to be in the process of moving funds around and did not specify when the player could expect payment. 40 days have passed and the player's Moneybookers account has yet to be funded by BetTango. On 12/9 SBR reported that IASbet.com (SBR rating B) closed a player's account and refunded a €4,000 deposit to Moneybookers. Moneybookers subsequently returned the deposit to IASbet after also closing his account. On September 5th, IASbet (SBR rating B) closed a player's account and refunded a €4,000 deposit to Moneybookers. International All Sports claimed the player wagered in 'shared environments' and refused to elaborate further. The player reported today that Moneybookers closed his account and cancelled all transactions of the last 6 weeks. €4,000 was returned to IASBet.com. SBR will investigate into what caused the once deposited funds to be credited back to the sportsbook.

Dimeline Sportsbook bonus confiscation update
Dimeline Sportsbook (SBR rating D) has refused to pay a $2000 cash bonus which was confiscated from a winning player on May 1st. In SBR's initial report, it was stated that Dimeline confiscated the $2000 bonus due to non-recreational play. The player funded his Dimeline account on March 22nd with $3100 via Moneybookers. He was then credited a $2000 bonus. The player placed $38,160 in action before Dimeline suspended his account on May 1st, cited steam play, confiscated the bonus, and invalidated a large % of his rollover as his play included MLB moneyline favorites greater than -150. The player's balance after the bonus confiscation was $13,000. Dimeline imposed a new rollover on the player, which he later met. The player cashed out $9976 over the past two months as Dimeline has meted out their ongoing slowpays. Dimeline has refused to credit the player the $2,000 bonus.

Superbook voids $515 in player winnings and closes account
Superbook (SBR rating D-) has voided $515 in player winnings. On October 30th, a player funded Superbook (a member of the Jazette sportsbook family) for the first time with a $200 deposit via Moneybookers. A day later the player increased his balance to $715. On October 31st Superbook closed the account and refunded only the player's $200 deposit. Superbook management has stated that there was a high risk associated with the player. Superbook declined to disclose what the risk was but did state that it had nothing to do with the wagers submitted.

Superbook management:
Our concern was not related to the wagers he submitted. I will not share the details as to what we believe was the high risk associated to this account or others. I have nothing further to discuss regarding this issue.

We have the right to refuse any account and it's unfortunate that we cannot always do that before they sign up, deposit and place a wager although we do our best to do so within 24 hours.

Dimeline player confirms payment
A Dimeline Sportsbook (SBR rating D) player has confirmed payment. The player initially requested £1221.40 on June 18th. Dimeline paid £500 to the players Moneybookers account and the player has agreed to receive the rest via check. Three players remain on Dimeline's slow pay list for a combined $9980 requested as far back as May 26th of 2009. Dimeline management has stated it expects those players to receive funds in one week. Skytower update
On October 13th SBR reported on an alleged Skytower (SBR rating C) slow-pay for a payment requested June 26th. Skytower has informed SBR that the player’s rollover had not yet been met as he had wagered on proposition bets. Skytower customer service was initially mistaken on reason for not filling the player’s request. Skytower has stated that the player will be paid in full via Moneybookers this month. SBR will update this report.

The payment requests range from as early as June, with the rest requested in August. 24SportsWeb has stated to players that Moneybookers is 'no good' to use as a withdrawal option. Two new Heroes slowpay complaints received
Additional Heroes Sports (SBR rating D+) slowpay complaints have been received. As of July 1st Heroes owed 11 players over $60,000. These players have been paid but four new reports have surfaced totaling $19,942 in player funds owed. When Heroes management was asked about these players and payments in general, Heroes replied that players are "in line to be paid". Heroes also lost Moneybookers as a funding/payout method for its bettors; Moneybookers dropping Heroes as a merchant account would indicate widespread complaints from its users. SBR advises all Heroes players to discontinue wagering with this outfit until delinquent accounts have been settled.

Two new Dimeline Sportsbook (SBR rating D) payment complaints have come in. The first player requested a payout of $780 June 13th via Moneybookers, which was slated to take 10-14 days. After waiting for a month and a half, Dimeline stated on July 28th that the player would be sent a check. He has yet to receive any payment. The second Dimeline player requested a withdrawal of $2,000 on August 17th and has not received his check. Dimeline has repeatedly told both players the check would arrive "any day".

SBR has nine outstanding Dimeline slowpay complaints totaling $21,747. The withdrawal requests were made from May 2nd to August 17th.

Another Malta-based company, BetAfterBet, slow-paying
A payment complaint has come in against unrated sportsbook BetAfterBet. The sportsbook website claims that the company is owned by Bonobet Ltd., which operates in Malta and is licensed by the LGA of the Malta. Many slow-pay and scam sportsbooks have originated from Malta in recent times. BetAfterBet offers no phone number for customer support, but can be reached via live chat and email.

The BetAfterBet account holder who filed the sportsbook complaint form indicates he joined BetAfterBet in December of 2008 and made his first deposit of 98 Euros. The player deposited via Moneybookers. On August 17th of 2009, his first payment request was made for 830 Euros. No payment has been received.

The average Moneybookers processing time has been 30 to 40 business days. Two players have confirmed this morning that payment was received in full. On 8/14 SBR first reported on six Casineto (SBR rating D-) slow-pays. Two players confirmed payment in that time, and eight new slow-payment complaints have since been received. One player requested a $500 payment on June 15th to his Moneybookers account. The request was "approved" by Casineto but funds have not been received. Another player requested Moneybookers payment on June 20th for a mere $58 and also has not been paid. SBR will continue to press Casineto for answers, but players have received only generic email updates such as the following-

Six Casineto (not rated) slow-pay complaints have been filed by bettors. The reports date back to May 30th, when one player requested $1400 via Moneybookers. He has yet to be paid. Another player is being slow-paid on a $2,000 Moneybookers payment requested June 22nd. The amount owed to players is over $15,000. Casineto has cited "technical issues" as reason for payment delays. Casineto Sportsbook is located in Costa Rica, and lists a physical UK address on its website which is a mail forwarding service in the UK. Players should avoid this sportsbook. History suggests there is a high probability that this new sportsbook will fold or have ongoing problems.

The player complained that Dimeline was unable to pay him through Moneybookers, his method of deposit, and  agreed to instead accept a check. On June 3rd the withdrawal request was accepted and scheduled to be processed. On June 4th Dimeline Sportsbook management discovered the player's statements, and demanded that he issue a retraction if he wanted his money. Dimeline then cancelled the withdrawal as the player refused to retract his statements. The player has been locked out of his account. SBR has verified the player's report with DimeLine. The player is hopeful the sportsbook will again process his payment tomorrow and put an end to the unprofessional behavior. | Player on DLS

Dimeline Sports Update: Bonus and winnings confiscations
Three players originally filed complaints that the sportsbook had confiscated bonuses and winnings. The sportsbook pointed to the fact that the players, though they wagered over $100,000 and had their limits lowered, were not recreational and were undeserving of their deposit bonuses. The end result was removal of bonus funds while being forced to complete the rollovers that accompanied the promotions. If the players refused to continue wagering they were told their winnings "from the bonuses" would be withheld. The confiscations went on to effect seven players who all elected to bet their money per management instead of giving up a portion of their winnings. DimeLine Sports now has a history of holding funds hostage and treating players unfairly.

Three players complain of waiting at least 14 days for Moneybookers payment from Casineto (not rated). The sportsbook's users are upset that Casineto's website quotes 48 hours for processing of its main transfer method, Moneybookers, and has not answered email. Gold Victory (SBR rating D+) states it is unable to fill four week-old withdrawal requests. SBR has been contacted by 14 players concerned that they have not yet been paid by GoldVictory.com. Five of these players submitted withdrawal requests in the first few days of March. The second group emailed SBR complaining that they have not received information on withdrawal requests submitted mid-March. GoldVictory.com lists payout times at 48 hours for Neteller and Moneybookers, the e-wallet methods used by all who submitted complaints. Alternate payout methods have not been offered. SBR has contacted Gold Victory multiple times this month but the book has not addressed its current issues as it has in the past. Gold Victory told some players via email that a "backlog" in withdrawal requests was the reason behind the delay. The vague response leaves players wondering if some type of administrative action is delaying the processing of payment or it the sportsbook simply does not have the funds in its e-wallets. Moneybookers and Neteller can be normally be processed instantly by books servicing only non-US players. The sum of money owed to these players is over 15,000 euros. GoldVictory also owns Martial Arts betting site, Kickbets (SBR rating D+).

Stryyke (not rated) clears delinquent payouts
Since SBR's initial report in November Stryyke has paid all nine players who have complained of payout delays. Delays ranged from one week to over a month. Player concern was high due to a lack of communication from the sportsbook and the withdrawals being requested through the book's main payout method, electronic transfer service, Moneybookers. Recent withdrawal reports from December suggest Strykke has improved over November. Stryyke blames being short-staffed in December for slow-payment, which did not exceed 10 days.
"As we were not working with the full staff during the Christmas and New Years weeks, we couldn't process all payouts in a timely manner. Some customers unfortunately experienced delays with their payouts."

Players report poor customer service and an inability to engage in communication with the sportsbook. The most recent complaint comes from a player who wagered on a Mexican basketball game. Evebet canceled the player's bet one day after it won without explanation and has not replied to requests for details on why the bet was voided.

Stryyke (not rated) players complain of voided winning wagers and slow-pay
Stryyke canceled a tennis wager in October citing a mistake on the listed wagering odds. The odds were not erroneous and the book has not offered to pay the bet at what it deems to be the correct market price. SBR will contact the sportsbook about this matter and about the company in general. SBR expects to complete a rating evaluation of Stryyke next week.
Player: This won and was correctly credited to my account. However, after requesting a payout on 24/11/2008 they sent me an email saying the payout was cancelled and this wager was being made void. At no point before or after the event in question did I receive any comunication from them about this happening, therefore I find it extremely dubious and unfair behaviour.

SBR will also inquire with Stryyke about a Moneybookers payout delay of one month. The sportsbook told the player that its Moneybookers account is unfunded. Stryyke has not offered a withdrawal by other means.
Player: They says that they have not funds in their Moneybookers account and that they will sort this soon, but the same story for 1 month. I ask them to withdraw by bank transfer but they says its no need for that because I will not receive my funds faster. They also deducted money from my account so I can not withdraw via an alternate method.

SBR received six payout complaints from Worldbet (SBR rating F) players in October. Worldbet has failed to pay players in the past and routinely waits months to pay those fortunate enough to receive their funds. Victims request SBR to continue to warn others about this scam sportsbook.

Player: can you please help me ive made a withdraw from worldbet.com for over 5000 euro and it still hasnt even been processed , ive sent loads of emails , confirmations to all there addresses they wont reply , how do they get away with it not paying people?
Player: Here is my correspondence with the poor F-rated worldBet bookie. They do not answer my emails.Have requested a payout of 947$ and since 24.8 they have not give a sound from their “support”Please help or maybe report them as a “scam” bookmaker?

BoDog downgraded due to processing issues. Bodog (SBR rating B-) tells SBR that closing third party processors have forced them to reroute transfers through other payment services. This has caused players to wait even longer than the 40 business days listed on the Bodog website. Players who deposited via person-to-person transfer methods have the ability to receive payment through the same method within three business days. Non-U.S. users using eWallets, Neteller or Moneybookers are offered payment within one business day. Bodog's downgrades from A to B- this summer reflect the book's inability to send checks or bank wires in a time frame consistent with top sportsbooks.

Betway (SBR rating F) slow-paying players
The sportsbook, which has confiscated funds and cheated players out of winnings, is slow paying two SBR readers. Both players are waiting for Moneybookers payments initially requested in late May and early June. Betway has claimed that it had sent the funds via Moneybookers to one player but the e-wallet returned the funds back to them. Betway displays a familiar pattern of a book in financial trouble, first looking for reasons to recover winnings from sharp players, and later stalling and making slow-pay excuses.

Player: They went on to say I hadn't logged in to Moneybookers, so MB returned the money to them. I had logged into MB, and regardless, that is not MB policy.
My second withdrawal initiated on June 28th was returned to my account on July 17th stating "We're emailing you to follow up on your inquiry of July 07. Unfortunately, due to a miscommunication, we did not manage to notify you that on July 17 your withdrawal was sent back to us by Moneybookers in a timely manner. According to Moneybookers, the email address you specified for your withdrawal (**********
@hotmail.com) has not been registered with us. The funds were returned to your Betway account and are now at your disposal. In order to enable you to correct your payment details we have also reset your withdrawal options, so you will be able to specify your Moneybookers email address again

New player reports frustration with no-pay sportsbook, LazerWager (SBR rating F)
Tues, June 24 - talked to Rachel and she said I can get $1,000 via Moneybookers but the processor is down and to call back next Monday
Mon, June 30 - re-requested payout for $1,000 with Eve (General Manager) she said it will take 72 hours
Wed, July 02- talked with EVE and she said she expects the payout to happen today by 4PM
Thur, July 03 - spoke to Eve again and she said Fri by the latest
Tues, July 8- Eve said Moneybooker payouts take 7 -10 business days, 7 days is July 10th, 10 days is July 15th
Thur, July 10th - talked to Eve and she said no payout today because I am not on the payout report
Fri, July 11th - spoke to Eve and she said they don't do payouts on Friday and then hung up on me.
Fri, July 11th - spoke to Eve again and she swears the payout will happen next Thursday, July 17

Players have been waiting for payment since February of 2008. The scam sportsbook started making false promises of rectifying the situation when SBR had first visited five months ago. Lazerwager then sent a memo to its contacts and players in May stating that payouts would resume and that investors had funded the sportsbook. SBR confirmed two small partial payments at that time. The sportsbook has since continued to market, has remodeled its website, and is offering new sign-up bonuses. Players should be warned that Lazerwager is a scam sportsbook that is using player funds to operate.

Four players complain their sportsbook, BettingStar24 (not yet rated) has not processed their Moneybookers withdrawals in two to four weeks. The sportsbook cites "identity verification from internal security" and has apologized to the players who are owed a few hundred dollars each.

InstantActionSports (SBR rating C-) agrees to honor winnings and earned bonuses
InstantActionSports tells SBR it will honor all earned bonuses and winnings from players involved in the "Moneybookers Bonus" dispute. A low five-figure sum is expected to be returned to players tomorrow. SBR will meet with IAS and advise on bonus policies for non-recreational players. Management has also stated that winnings and bonuses, where the wagering requirements have been met, will not be taken from valid account holder balances.

InstantActionSports (SBR rating C) confiscates winnings, earned bonuses
The sportsbook sent an email to two account holders stating that they will not honor a "50% Moneybookers bonus and winnings from the bonus due to sharp play" after the bettors won wagers and already completed their rollover wagering requirements. SBR has contacted sportsbook management stating that retroactively voiding wagers and deducting bonuses after the requirements have been met is considered theft. SBR has asked IAS to reconsider this decision and employ better risk management and more appropriate bonus terms. SBR advises sportsbooks to identify undesireable play as soon as possible and prorate the bonus before parting ways with the customer. The players have pointed out that they would have placed the wagers at a different sportsbook with deposited funds had IAS declined to service them. A final decision from InstantAction is expected tomorrow.

BetChance (SBR rating D) complaints pour into the SBR mailbox
29 players reported slow-pays by Moneybookers, bank wires and credit cards in the month of August. The company owes an estimated $50,000 USD to these players and currently only offers instructions for how to redeem funds up to the amount deposited. The sportsbook blames technical issues and a large amount of

simultaneous payout requests for these delays. BetChance has failed to respond to many of these users by email and phone calls have not been answered. Players are advised to pursue withdrawals as soon as possible from BetChance, which has been downgraded from D+ to D today.

Sportsbook.com (SBR rating D+) pushes payment date back for non-US players
The Sportsbook.com family previously told non-US players in June that they would begin processing their withdrawals in the middle of July. Sportsbook.com tells SBR they are now targeting the middle of August and are considering using an e-wallet such as Neteller or Moneybookers. Some players have waited for payment for over five months and are rightfully upset that the sportsbook will not take the necessary steps to give them their money. Sportsbook.com claims that the new payment processors they have acquired will only deliver payment to users in the United States.

BetChance (not rated) receives poor reviews from SBR readers
BetChance users complain of slow-pays, including Moneybookers withdrawals, taking well beyond the stated five days and delayed ACH payments; voided winning wagers, including bets that were placed two days before the event on lines not considered to be erroneous; and taking two to three days to grade some wagers. Most players tell SBR they were attracted to the Malta-based bookmaker by their opinionated betting odds. Players should consider heavily opinionated lines from low-volume or new bookmakers a reason to be cautious and a sign that the sportsbook may be gambling.

One of two player reports on voided winning bet: After the Result of a Tallinn win they said they were consulting management to make a decision on what to do with the Bets. They have since Voided the Bets, but have poor reasons. They said incorrect Odds. however odds were High with Bluesq and Coral, both of which have Paid out and honoured the bets. Betchance actually Cut their Odds on the 17th, where I placed further bets. They have only acted because the Bets I placed have won and wont pay me Winnings. Betchance had two days from me placing my Bets til the Event happened, and did not Act before the Game!

One of four bettors to report BetChance slow-pay: Betchance now informed me last Friday that the bank (their bank) had blocked the payment, and asked whether I would agree to a different payment plan.This I did, but it appears Betchance have already broken their latest promise again. They had confirmed they would pay me £1,400 by Moneybookers today (this is the payment I requested on July 13), but it is now end of business and I have received nothing.They have also promised to send me £4,000 (instead of £8,000) by bank transfer today, and that I can withdraw the remainder of my money by Moneybookers in instalments of £1,000 per day.I was asked to agree to this payment plan since I was told they have a lot of withdrawal requests and they would like to spread out the money amongst their customers. I believe my agreement to their request was reasonable, but I still remain highly sceptical about the sincerety of Betchance until I have received my money from Betchance.

Sportsbook.com (SBR rating D+) withdrawal update: Sportsbook.com management confirms that they are currently unable to process bank wires. Pending wires have been canceled and should result in a credit for the requested amount back to the bettor's account. Payout requests via check for over $2,500 have also been canceled. Sportsbook.com presently has the ability to send checks in increments of $2,500 or less and is advising players who are owed more than $2,500 to make multiple requests. Many SBR readers and SBRforum posters have confirmed receiving payment. However, some players who have had their requests shuffled between band-aid processors have waited nearly three months. Non-US players have voiced their frustration because Sportsbook.com chooses not to utilize available international transfer services such as Neteller and Moneybookers.

WorldBet (SBR rating D-) players submit 5th no-pay complaint in two months. The problem bookmaker has not responded to player complaints or SBR inquiries.

Pointbet (SBR rating D+) payout problems continue. The sportsbook is offering large bonuses to new players via email while telling current users that they are unable to pay.

Player: I have been waiting 9 days now for a bank withdrawal. I have made 3 Moneybookers withdrawals recently, and for each one I was initially told 24-48 hours. Each Moneybookers took 7 days to come (and numerous complaints from me) - the excuse being that the Moneybookers account was underfunded. Hence I decided on a bank withdrawal for GBP 8000, as there could be no such excuses for delays - and after 9 days I have now been told that members withdrawal requests are backed up "from last month" and i just basically have to wait indefinitely. This is despite the fact that last week when I queried the slow payment I was told "it will be done tomorrow" and "it will be done later today, please check back later". This is now in the area of serious slowplaying, and I have a very large balance at this book, so you can understand my concern and also my concern that other players and potential players at pointbet might be on the way to being scammed.

The sportsbook admits that their Moneybookers merchant account is insufficiently funded and those who request larger sums are forced to wait. Pointbet has not offered clients alternative payment options.

BetButler’s website states that the exchange bookmaker will no longer be servicing bettors and advises all clients to request their balances. Two players who made Moneybookers withdrawal requests a week before the closing, say they are still waiting for their transfer. BetButler has not responded to player emails inquiring about the payout status.

SBR Bill Dozer reports: NoJuice Sports (SBR rating D) blaming payout delays on three lost bank wires, totaling $40,000. Management states that bank checks and bank wires are offered; however normal processing may require an additional week. Customer service tells SBR that other instant-transfer methods such as Moneybookers and InstaDebit are only available for deposits citing a "new processing system". NoJuice has been downgraded from D+ to D.

Note:
SBR expects a rise in payout complaints this week after Neteller informed Costa Rica bookmakers that they would no longer accept emergency/instant account-to-account tranfers through Costa Rican banks. All merchant deposits must be sent to Neteller’s bank account in the United Kingdom via standard wire. This change may affect the liquidity of small sportsbooks, and require multiple merchant accounts be adequately funded.

SBR Mailbag: Player gives update on BetClick(not rated) payout complaint.
"Hi Bill and team. There are some comments on the front page of your site which I made regarding betclick (under my nom-de-plume Bisonravi) in your forums. I want to say that since these were made I spoke to Betclick direct and they processed the payment to a different bank account. Their story - which I find relatively convincing - was that the initial payment was bounced back to them by their payment processor. I have since heard that users depositing and withdrawing with Moneybookers have had fewer if any problems.. This is a difficult one, as most books don’t have the sort of problems betclick demonstrated. However by talking direct to their accounts manager (Bianca Robinson) I received acceptable attention and response. I think players need to be aware that there are some questions about this book, but I would inclined to cut them a little slack."
