While most would answer this question directly with a "no," the Cleveland Browns showed some promise early in their game against the Bucs. It's looking more and more like a fluke (their promise), unless they can put something together quickly.

Game Against the Bucs

In Week 1 the Bucs were expected to win, according to most football handicappers and sportsbooks. QB Jake Delhomme threw a bad pass that was intercepted by Ronde Barber, who then returned it 65 yards. At the 3 yard line, the Bucs converted the easy touchdown. The debut for Delhomme did not go too well - he was 20/37 with 227 yards, 1touchdown, and 2 interceptions. That gave him a 59.2 passer rating. Even more strikingly, the Browns had 3 interceptions.

Who are Kellen Winslow and Josh Freeman?

Some NFL handicappers may have not even heard of these guys, yet it serves as another indicator of the direction of the Browns right now. QB Josh Freeman has a career 62.3 passer rating, with 12 touchdowns, 19 interceptions in his career and he was 17/28 for 182 yards, 2 touchdowns and 1 interception. This came off of breaking a bone on his thumb in the preseason.

TE Kellen Winslow had spent 5 seasons with the Browns, obviously plagued with losses. In the pregame introductions, he waved a Bucs fan in front of the Cleveland Bench. While he only had 4 receptions and 32 yards receiving, he set the emotional tone for the Bucs. The victory also served as a reason why he's happier with the Bucs now.

The Whole Package

The Browns need to fix a lot of things if they expect to turn around the obvious direction of the franchise. Turnovers will be key for the Browns moving forward, if they hope to be favored in NFL picks and in football sportsbooks. Odds makers will be looking for less turnovers and better efficiency. This will have to begin with Delhomme, who had 2 interceptions last week. Let's hope for the Browns' sake that this was a little bit of rust. If the Browns can make the most of what they did well - notably with 340 yards of total offense - perhaps they will have a chance. They might gain a little respect in NFL odds, at least for matchups like the one coming up against the Chiefs.
