Obama was on TV saying "the House must send a clean continuing resolution".
I got to wondering why they "must"? Why would a CR even need a vote if they "must"?
If something needs a vote, its negotiable. Doesn't mean one party has to give in. The Democrats negotiation tact could be, and is, to stand firm. For the Republicans to say they are not negotiating is also wrong.
Both seem to be wrong. If a bill NEEDS a vote, as the CR does, its open for negotiation. The House is not bound to any Constitutional rule that they "must" send a clean bill and the Republicans are also wrong that Democrats are not negotiating simply because their negotiation position is to stand firm.
