    15 yards penalty = 2.5 yards since its close to goal line. Can someone explain this logic? Seems like a big flaw in the rule set.

    it's half the distance to the goal line man. If you're behind the 15 and get a 15 yard penalty, it counts as half of the amount of yards from where you are to the goal line. Ex if a team is at the 10, 15 yd flag, backs you up to the 5.

    Yah but it's a flaw. If you're at the 1 and the offense commits a PF you lose a half yard. If the defense commits the same PF it's 15 full yards. Doesn't really make sense.
