How come its always the same NFL teams who sign free agents?

Dolphins, Eagles, Redskins, Cowboys and a few others

the Panthers never try to sign anyone good in free agency

seems like some teams dont even care about winning

Free agents tend to be a bunch of "Has Beens"

and bear you're overrating 'winning". players are far more interested in their contract and staying in the league than "winning". with 30 teams you should only win once every 30 years and most know they won't and really don't care. even though they won't admit it. this is especially true in the NBA where no team can all of sudden rise up at the end of the season and "win". all pro teams just want to be in contention to sell tickets and merchandise. winning is way down on the list.

Every team signs free agents. You are only aware of the ones ESPN promotes.
