2. Determination of the sources of funds
3. Verification of the Payment method

02.04.2010 07:01 PMHeroesCasino says new backing will mean ability to pay players
HeroesCasino (SBR rating D) owes 12 players $74,358. The earliest payment request was made on June 3rd. Heroes has not denied its financial hardship to players yet has continued to market itself and look for more customers that it cannot afford to pay. In a letter addressed to a player dated February 3rd,
Heroes management alluded to a potential bailout on the horizon which would allow the troubled company to clear up thousands in player debt.
Heroes: Good day, after review of your account, it appears that we will be able to directly put $200 back to your card. However the remaining 1700 requested will be on hold due to the email below. Please advise if you would like me to proceed with the CC refund.
At this time we have begun performing all due diligence with a Gaming Firm that has agreed to merge with Heroes, with this happening we will have the opportunity to settle all pending withdrawals. While the process of due diligence in which a full review of all company and client accounts is taking place all payouts will continue to be delayed until completion.
Being aware that some of you have been waiting a long time to receive your funds and hearing that you have to wait longer is probably not appealing however there is now a clear end in sight to your wait.
I would like to take this time to personally apologize for the length of time this whole process has taken, as I have stated it was never the intention of Heroes or myself to mislead you in anyway. Due to unforeseen circumstances we found ourselves in this situation but rather than lie down and give up we continued on trying to make Heroes better and settle the payouts owed. Now with the addition of the NEW casino and our new partners we will have completed our mission.
Thank you for your extreme patience during these stressful times.
SBR will continue to monitor the situation with Heroes and the alleged upcoming merge. Players that have outstanding balances with Heroes are encouraged to submit

02.03.2010 02:02 PMWSEX confiscates $14,719 in casino winnings WSEX (SBR rating C) cancels $14,719 in Pai Gow winnings. From December 13th to 15th a bettor played 564 hands of Pai Gow, winning $14,719. On December 26th his account was deactivated and WSEX confiscated all winnings. An investigation of the dispute showed that the player found a discernible pattern - WSEX's random number generator was not random. After identifying the pattern, the player bet $100 when he expected to win, and $1 when he expected to lose. When he bet $100 the player won 98.1% of his hands.
WSEX concluded that the player was cheating via statistical analysis, claiming that the odds of a player winning this percentage of bets were astronomical. WSEX offered no evidence that the player actually cheated, altered hand outcomes or otherwise did anything to interfere with the softwares operation. WSEX argues that the player's ability to predict hands justifies voiding winnings.

02.02.2010 09:31 AMBet911 enforces non-industry standard bonus requirementBet911 (SBR rating C-) has enforced a non-industry standard bonus rule. A player funded his Bet911 account with $400 on January 12th. He accepted a 30% cash bonus which carried a 5X rollover. Although the player has completed his rollover after nearly three weeks of play, Bet911 is requiring the player to wager exactly $404 for 10 more days to fulfill his "activity days wager".
Bet911 has a rule that requires players to fulfill a specified number of activity day wagers for each promotion. The rule is not in place to prevent dormancy but instead to prevent a player from hitting a few larger wagers and then lowering his bet amount to complete rollover. It is not clear by reading the Bet911 fineprint exactly how the average activity wager figure is reached.
Bet911 T&C: In regards to the days of activity a player must again wager what he would normally wager on a bet in order for it to count as an activity day credit. If the player normally plays 100 dollar wager and wants a withdraw but still has activity days left he must still wager that 100 a day to get credit for it. He can not bet less than that for it to count as an activity day.
Bet911 has claimed the player agreed to completing 15 activity day wagers prior to accepting the promotion. SBR will address the complaint with Bet911 and ask for a clearer breakdown of what constitutes an activity day wager. If rules are non-industry standard, they must be clear and specifically brought to a players attention. Non-standard rules cannot be buried in the fineprint of the terms and conditions page.

01.29.2010 07:52 AMBetEd voids $15,090 in casino winnings citing software malfunctions
BetEd (SBR rating B-) has voided $15,090 in casino winnings for two players citing software malfunction. The first player began playing Baccarat with $20, running his balance up to $10,068. His winnings were voided, and he was given $220 in credits for his play leading to
BetEd finding the alleged error. BetEd explains that there was a programming mistake made during a game update in the last month.
BetEd: When both sides were bet, the banker side was dealt twice in the initial draw. This leads to a lower average banker total on the initial draw, as only the first two cards are used, in ascending order of their value. This resulted in a higher player-side win rate in this situation. If the customer bet both sides, and bet a higher amount on player side, he would win at a much higher rate than standard house odds.
Player #2 took $50 into slot game Mystic Number. He increased his balance to $5022 before his winnings were voided. BetEd has stated that the expected odds of each slot symbol is weighted with a certain value, and in the case of Mystic number there was a programming error which prompted BetEd to remove the game from its casino.
In both of these cases, the software operated as it was programmed. Neither player hacked into the software or did anything to change its operation. The fault for the game failure lies entirely with BetEd and the programmers contracted to design its games. Online casinos are obligated to ensure its game operate correctly before offering them to the public. SBR is asking that BetEd reconsider its decision and pay the players.

EnterBet (SBR rating D-) players have filed slow pay complaints with SBR in the last month. The first player requested his $4000 balance 18 months ago, while the second player requested $1500 in early November. In a discussion with
EnterBet management on behalf of the two players, EnterBet stated the following:
EnterBet:
"These two players were verbally warned not to play correlated parlays. They'll get paid, but I am going to slowpay anyone that does this."
Correlated bets are wagers where the favorite is parlayed with the over, or dog with the under in the same game, or parlaying two bets where winning the first leg makes the second more likely to win. The industry standard in dealing with correlated bets is to block games with too high of a correlation between the pointspread and total from being accepted by the betting software. Enterbet chose to instead accept all correlated parlays. SBR is continuing to speak with EnterBet on the unprecedented decision to intentionally slow pay the winning players.

Bet33 (SBR rating D-).
Although the
Bet33 brands have not failed to pay a player since their inception, they maintain low ratings due to the fact they were founded with capital derived from defunct sportsbook
Apex Sports (SBR rating F) which closed doors while owing many
players. Apex insisted at the time that they were insolvent.
From SBR's 11/19
report on
Apex Sportsbook paying a player after five years:
Apex ownership was adamant at the time it closed its doors that they were not solvent.
bet33 management assures SBR that
bet33 and
sister sportsbooks are well funded and it will repay players who had Apex Sportsbook balances at the time the sportsbook flat-lined.
Apex victims are asked to write to Help@SportsbookReview.com so we may help in arranging payment."
01.16.2010 01:12 PMBet911 player submits bonus complaintA
Bet911 (SBR rating C-) player has submitted a bonus complaint. The player deposited £500 for a 25% reload bonus promotion. After winning his first few wagers, the player was limited to £5 max wagers across the board.
Bet911 is asking that the player forgo his bonus and 25% of his winnings should he not wish to attempt to fulfill his rollover at such paltry limits. SBR will address this complaint with Bet911 and make the point that if the sportsbook does not want the player's action and will refuse to grant fair limits to allow the player to complete the rollover, that he is allowed to cash out and only give up a prorated portion of his bonus itself -
not winnings derived from the bonus. SBR will update this report.
01.15.2010 03:29 PMPlayer states that BetPresto has failed to grade week old wagerA
BetPresto (unrated) complaint has been filed. A player has provided screenshots showing that a wager placed on January 10th which should have netted £132.97 has yet to be graded. BetPresto management has yet to address the situation.
01.15.2010 07:39 AMBetAfterBet payment complaint A
BetAfterBet (SBR rating D-) payment complaint has been filed. This marks the 49th slow pay complaint levied against the Malta-based sportsbook since the fall of 2009.
BetAfterBet owes a reported €33,881 to players with the oldest payout requested May 10th. BetAfterBet lists a phony telephone number on its website of "123-456-789", which has added to the belief that the sportsbook does not seek to follow through with player inquiries. Despite several communication requests by SBR, BetAfterBet has refused to comment on the collection of payment complaints creating reasonable doubt in player's minds that the wait for their funds is not near an end. SBR has built a case list of BetAfterBet complaints and will continue to make this list available to BetAfterBet as new complaints are filed. If a player has not yet done so, file a
sportsbook complaint form.

01.14.2010 08:21 AMBetMonte stalls player for a $7,064 payout BetMonte (unrated) has stalled a player for a $7,064 payout since October 15th. As of January 13th, the player has not receive any payment. BetMonte initially claimed that the payout was delayed due to a large amount of funds stolen from the sportsbook. As time progressed, BetMonte continued to claim that a check would be sent soon, setting different deadlines all of which were not honored. The player found BetMonte through the sports handicapping service JrTips.com which promoted BetMonte as a top sportsbook. Players should be advised that such services generally have loose standards as to the quality of sportsbooks promoted. If any other player is also being slow or no-paid by BetMonte, please file a
sportsbook complaint form.
01.13.2010 11:12 AMDimeline suspends winning player's account
Dimeline Sportsbook (SBR rating D) has suspended a winning player's account with a balance of $6950. The player deposited $750 and received a 100% bonus. On November 30th,
Dimeline informed the player upon his request that 22/30K of the rollover was filled. On December 23rd the player proceeded to make a withdrawal request after a member of Dimeline staff confirmed his rollover was finished. On December 27th the player received an email that his cash out was not processed due to needing to wager an additional 20K. The player did not protest and chose to continue wagering with Dimeline. On January 2nd, after making another 9K in wagers, the account was disabled without notice being given to the player. SBR has contacted Dimeline to discuss this case.
01.13.2010 09:45 AMBet911 stands by decision to retroactively change agreed upon bonus termsOn 1/12, SBR reported that
Bet911 (SBR rating C-) declined to process the withdrawal request of a player citing that he had not fulfilled his rollover request. Through discussion with the player and
Bet911, SBR discovered that the player wagered "six-packs", or daily perks, in his process of completing rollover. At the time the bonus was accepted from then manager Carl, the wagers were counted as eligible play. Bet911 has conceded that it never updated its website after November 1st when it states that the decision was made to discontinue counting the daily perk wagers toward the initial bonus promotion, but feels within its right to do so as the terms of service grant the sportsbook total control to change any offering without prior notice. Many sportsbooks have such rules in-print, yet the application of the rule in this instance is unfair to the player. SBR has asked Bet911 to reconsider its decision and to honor the agreed upon bonus terms.
01.12.2010 05:20 PMSportsInteraction cooperates with SBR in confiscation investigationsSportsInteraction (SBR rating C-) addresses a
sportsbook dispute from June 2007 . In that dispute, SIA closed a player's account for excessive winnings, then accidentally reopened the account. The player went on to win an additional $15,000. SIA canceled the player's winnings which prompted a rating downgrade to D+.
SportsBookReview and
SportsInteraction have discussed this dispute over the past two years via hundreds of emails, multiple teleconferences, both with SIA management and with the player. SIA established that the account was being controlled by a third party; a third party whose account was also closed for excessive winnings. The person owning the account in this dispute resided in England, and made deposits and withdrawals from that location. All bets were placed from Canda, despite the account owner spending a majority of time in England while the bets were placed. SIA has proven the account was accessed from an IP address shared by the third party. SIA was able to demonstrate irrefutable connections between the two players. SIA has requested that SBR not disclose its investigative methods to prevent compromising future fraud cases. Once SIA proved that the account was fraudulent, SBR agreed with the decision to confiscate winnings.
SBR's Justin worked the case.
Justin: "SportsInteraction has made great strides in its management, customer service and fraud prevention over the last three years including the implementation of several changes to its rules and procedures recommended by SBR to avoid disputes. This long-outstanding dispute represented the single worst issue I have ever tried to tackle with this sportsbook. Its resolution is a high-point in the massive amount of manpower spent. While the confiscation of winnings on fair bets is never, it was understandable in this situation.”
Case #2.
SIA reverses $1700 winnings confiscation. On October 21st, a player wrote SBR stating that his account was closed and winnings confiscated. SIA demonstrated that in one instance, two accounts made the same wager from the same IP address. The second account was opened at the friend's house, and had no other IP addresses associated with it. SIA noted that while the players were in violation of SIA's terms and conditions by operating two accounts from the same IP, they decided to give the player's the benefit of the doubt in the action not being maliciously taken to circumvent house rules.
Case #3
SIA confiscates €639 citing identity fraud. On August 10th, a
player wrote SBR indicating account closure and funds confiscation. SIA
proved that the passport submitted was forged. The player did not
dispute the finding. SBR agreed with SportsInteraction's decision to
confiscate winnings.
Case #4
SIA confiscates $9000 from player, citing multiple accounts and chargebacks. On November 5th, a player wrote SBR stating that his account was closed and winnings confiscated. Both player and sportsbook agreed on the facts: the account was opened on March 3rd 2009, deposited $750 via ACH; and the account's balance was lost in bets. The player's deposits bounced, resulting in a negative sportsbook balance. In November of 2009, the player proceeded to open an additional account with
SIA using his middle name as a last name, and using a different street address. The player won several parlays and increased his balance to roughly $10,000. SBR agreed with SIA's decision to confiscate winnings. SIA's terms and conditions disallow a person from opening multiple accounts. In this instance, the player circumvented the negative figure on his account from his first chargeback, and was a high risk to chargeback a second time should his parlays have lost.
Case #5
SIA reverses $5784 winnings confiscation. On October 27th, a
player wrote SBR indicating his account was closed with his funds
confiscated. SIA originally stated that the player's documents were
forged and suspected that the account was being controlled by a
previously restricted player. The player produced a barrage of
identification documents and cleared his account.
Case #6
SIA confiscates $1167 citing identity fraud. On June 25th, a player wrote SBR stating his account was closed and winnings removed. SIA documented that the person making the deposit was a former player that had outstanding chargebacks with another account. The bank card used to make the deposit was not authorized for use by the account holder. The player submitted a forged bank card image to circumvent this. SBR agreed with SIA's decision to confiscate winnings.

01.12.2010 02:45 PMBet911 bonus complaint receivedA
Bet911 (SBR rating C-) bonus complaint has been filed. A player details depositing $1,000 on October 10th for a promotion which was accompanied by a 6 time rollover. The player states that six-packs, or wagers which one makes five bets on the American football, or soccer market and in return receives a $25 free bet, were included toward the rollover fulfillment at the time. The player placed £7200 in action before making a withdrawal request.
Bet911 has declined the player's first request citing that as of November 1st six-pack wagers no longer counted toward the accepted promotion. The player resubmitted the withdrawal and it was accepted then paid. Bet911 has stated the player was paid out in error, and has declined the player's second withdrawal request. SBR will speak to Bet911 to establish whether or not the rollover terms were changed retroactively.

IASbet.com (SBR rating B) closed a player's account and refunded a €4,000 deposit to Moneybookers. Moneybookers subsequently returned the deposit to
IASbet after also closing his account. InternationalAllSports refused to send the withdrawal to any other payment method except Moneybookers, which was the source of deposit. 01.10.2010 01:32 AMSBG Global reverses decision to cancel wagerSBG Global (SBR rating D-) has reversed its decision to cancel a Formula 1 racing future. The decision was initially outlined in SBR's April 22nd report. Three players wagered Jenson Button at 70-1 to win the Formula 1 World Championship. At the time the wagers were placed, other sportsbooks offered similar odds.
SBG Global voided the bets and offered the players the wager at reduced odds - all but one player, who wagered $200 to win $14,000, accepted the deal. SBG Global has decided to honor the player's wager and agreed to pay the full $14,000. SBR will update this report pending the player's confirmation. The dispute was handled by new customer service manager, Juan Romano. | View original

01.08.2010 08:12 AMLasPalmas, Ehorse, BetCanadian players confirm paymentPlayers at
LasPalmas,
eHorse, and
BetCanadian have confirmed payment. On 12/27 SBR broke the news that the aforementioned Horizon Twenty brands were acquired by
Bookmaker.com (SBR rating A+). SBR readers that had filed complaints last year against the LasPalmas Group and its sister sportsbooks have confirmed over $54,000 in payments since the acquisition. Bookmaker's financial security provides security to the LasPalmas brands. LasPalmas, eHorse, and BetCanadian have been upgraded to the mark of B.

01.06.2010 05:05 PMBetPhoenix users report technical issuesBetPhoenix (SBR rating B+) users have reported technical difficulties accessing the website this week. There have been issues with downtime, timeouts, and freezes that have been reported on SBR Forum.
BetPhoenix has attributed these problems to a recent ISP change. BetPhoenix has confirmed their network problems to SBR. BetPhoenix expects to be functioning normally by tomorrow afternoon.
01.06.2010 07:47 AMWagerWeb (SBR rating C-) confiscation of $9578.60 determined to be theft. On December 21, 2009, SBR provided an
update on this dispute. WagerWeb claimed that the player won a net of $9578.60 on correlated parlays, and that it had warned the player not to make this type of wager in the past. WagerWeb seized this money from the player's balance. SBR asked the sportsbook to, at minimum, provide proof that the player was warned, but was unable to.
The player provided a wager log that shows he started betting on August 23rd, 2009. From August 23 to October 24th, 2009, the player put in numerous bets consisting of mostly correlated parlays. The player lost and made redeposits on September 26th, October 4th and October 17th, 2009. With each redeposit, WagerWeb reviewed his play and gave him deposit bonuses. At one point, the player was down $11,000 betting correlated parlays (which WagerWeb was allowing during the losing streak). The player did not move past even until October 24th, at which point he was showing a net win of $3752. Correlated parlays accounted for a net win of $4302.
If
WagerWeb had only confiscated $4302 (the player's net win from correlated parlays), it still would have been an unjust confiscation. Although WagerWeb's rule states that it does not accept correlated parlays, it had no problem
honoring them when this player (and other players) were losing for months. WagerWeb's software permits line managers to designate what games are eligible for same-game parlays - if WagerWeb did not want to accept correlated parlays, it could have set its software to disallow any bet type it did not want. WagerWeb's selective enforcement of this rule allows it to free-roll players as evident by at one-time beating this player out of $11,000. Any practice that allows a book to accept wagers the Sportsbook can win, but the player cannot is unfair and unethical.
In addition to confiscating $4302 from the player's net win in correlated parlays, it stole another $5276.60. When it was pointed out to WagerWeb that the player won only $4302 from correlated parlays, it made no attempt to justify the additional theft.

01.01.2010 06:05 PMEnterbet (SBR rating D-) payout delayThe
Enterbet (SBR rating D-) player from the September 25th report has written in to update SBR that he has not received any payment toward his $19522.33 owed since June of 2008, when he last received $250. SBR advises the players with balances at
Enterbet cease wagering whilst their funds are still in limbo. It is not uncommon for a sportsbook to continue to delay players that have shown a propensity to bet through alleged processor problems.
12.29.2009 10:46 AMOddsmaker addresses slow pay complaintOddsmaker (SBR rating D-) has addressed the slow pay complaint reported by SBR on December 27th. The report detailed that a player who had requested a $1000 bank wire on November 1st had yet to receive his funds.
Oddsmaker has stated that the player submit wrong banking details and has asked that he resubmit his cash-out request.
12.27.2009 11:57 PMBookmaker.com Group Acquires LasPalmas Bookmaker (SBR rating A+) CEO Mickey Richardson tells SBR that the acquisition of
Las Palmas (SBR rating B) and sister sportsbooks has been completed.
Las Palmas and its parent company
Horizon20 have been a successful brand since 2001 through 2008. At the start of 2009 some players experienced payout delays and SBR readers reported over $120,000 in delinquent payout requests. Those players have already began receiving their funds and are now able to make additional withdrawal requests.
Bookmaker also tells SBR that it will keep the brands, which it now fully owns, and bring them to the level of service players expect from a Bookmaker/BetCRIS product. Las Palmas' SBR rating peaked at B in 2008 before its players first reported negative feedback. Bookmaker has acquired many brands that have needed aid over the years. | Full Press Release:

12.27.2009 12:26 PMCasineto (SBR rating D) payout issues persistA Casineto
(SBR rating D) player has written to SBR that a $60 withdrawal made from the Casineto poker room has yet to be processed. The withdrawal request was initiated in early November.
Casineto has 16 slow pays that have been reported to SBR, with the oldest payment request made in July. The total amount owed has increased to $5983.
12.25.2009 11:01 AMDimeline addresses recent slow pay complaintOn 12/22 SBR reported on a
Dimeline (SBR rating D) slow pay complaint which was filed.
Dimeline has stated that the player had his last two payment requests cancelled due to not clearing rollover. Dimeline informs SBR that the player has wagered $6361.19, $4289.69 of which are baseball moneylines that did not count toward rollover, and that the player must wager $20K total per the $865.50 in bonuses he accepted. SBR will attempt to clear up the confusion with the player and confirm the bonus offerings he allegedly took.
12.24.2009 12:32 PMInternet1x2 staff apprehended by Israeli police; website remains downInternet1x2 (SBR rating D+) has been down for ten days. On December 15th, arrests were made by Israeli police of five people in management positions at
Internet1x2. The following is reported by
Ynet News:
"Police detectives on Tuesday uncovered an illegal online gambling network, which they suspect was operating via the website internet1x2.com. At the end of a lengthy undercover investigation, police arrested five people suspecting of operating an offshoot online gambling network directed at Israeli gamblers."
The article goes on to state that part of the operation was based in Israel, with servers suspected to have been maintained in Eastern Europe. Internet1x2's website displays a message to bettors that the website is undergoing maintenance. SBR will continue to monitor the situation and report as more information comes in.
12.23.2009 11:11 AMOddsmaker deactivates another winning promo accountOddsmaker (SBR rating D-) has deactivated a player's account that made a withdrawal request of $1500. The player accepted a $50 mailer promo offer, and began to bet with the promotional cash and rolled his balance to more than $1500. The player stated that he researched the free bet conditions and to the best of his knowledge was not in violation of Oddsmakers stringent fine-print.
Oddsmaker has not shed insight into why the account was suspended, and has only stated that the proper department was handling the case. Oddsmaker has a long and continued history of sending out free bet promotions with non-standard and often times hidden wagering terms. Oddsmaker's track record in situations such as these lend little hope to players being paid their balances should even a single exotic wager or parlay have been placed.
12.22.2009 12:33 PMNew Dimeline Sportsbook slow payA
Dimeline Sportsbook (SBR rating D) slow pay complaint has been filed with SBR. A player requested $1800 via check on October 21st. His request is still pending. The player describes attempting to withdraw $2000 prior to this request by Moneybookers, that request was cancelled as
Dimeline has experienced difficulty paying customers out via Moneybookers. SBR will speak with Dimeline for an update on this latest slow pay complaint. One other player is waiting for a $4000 payout. Dimeline has stated that player should receive a check by the first week in January.
12.21.2009 12:42 PMWagerWeb correlated parlay confiscation updateOn 12/14, SBR reported on
WagerWeb (SBR rating C-) confiscating $9578.60 from a player that had wagered multiple correlated parlays. The player is a long-time bettor with
WagerWeb and placed numerous correlated parlays dating from August 29th to October 24th. On October 29th the player
inquired about initiating a withdrawal via bank wire. At this point WagerWeb began a five week auditing process which culminated in deducting $9578.60 in winnings citing correlated parlay play.
WagerWeb has a rule which outlaws correlated bets. The rule states WagerWeb does not accept any bet that is considered a correlated multiple, or parlay. WagerWeb uses ASI software, which has the ability to limit the correlation percentage of same-game pointspread to total parlays. WagerWeb chose not to exercise this software function and instead accepted the players parlay wagers.
The player disputes his net amount won by placing these
correlated wagers. WagerWeb has not yet justified how it obtained the $9578.60 figure. SBR will update this report as discussion continues. | View initial

BalkanBet. The sportsbook is located in Malta and licensed by the Loterries and Gaming Authority (LGA) of Malta. Players should be advised that multiple high-risk, slow-pay sportsbooks have emerged from Malta in recent years, such as the now defunct

BetAfterBet (SBR rating D-).
12.16.2009 10:01 AMBetSportsWeb whittles down slow pay amountOn December 8th SBR reported that
BetSportsWeb (SBR rating D+) owed three players a total of $26,345.
BetSportsWeb has since issued two payouts to those players; one of which was paid his balance of $8135 via book-to-book transfer, another a $500 payment toward his $3300 requested payout. BetSportsWeb still owes two players $17,710 with the oldest withdrawal request initiated in August.

12.14.2009 02:39 PMEnterbet player facing 8 month slowpayAn
EnterBet (SBR rating D-) player has stated that it has been 8 months since he last received payment from EnterBet.
EnterBet has a history of being unable to pay even modestly sized winners in full and instead establishes payment plans with most bettors. SBR advises that players currently being slow paid cease all wagering activity until EnterBet issues payment.
12.14.2009 12:48 PMWagerWeb selectively enforcing rule on correlated parlaysOn December 7th,
WagerWeb (SBR rating C) confiscated $9578.60 from a player, citing their rule against correlated paralys.
WagerWeb does not restrict correlated parlays from being accepted via the software, and has admitted to SBR that the rule is selectively enforced. WagerWeb claims the player was warned not to continue placing correlated parlays and that the player ignored the warning. The player denies ever receiving a warning. WagerWeb's selective enforcement allows it to keep winnings from losing players, and confiscate funds from winners. This is a clear case of theft by WagerWeb similar to the unresolved complaints of
Sportsbook.com (SBR rating D-).
WagerWeb also has a history of confiscating winnings citing rules after
a players funds have won for a period of time and funds have been at
risk. SBR will update this report pending further discussion with WagerWeb management.
12.13.2009 11:38 PMLay104 enters the SBR rating guide at D+. The new reduced juice sportsbook is a sister book of
BetFirstClass (SBR rating C-). The discounted vig booking model is one of the hardest to sustain, even at -107. Many have tried and very few have survived. As with all businesses the most necessary ingredient with low sales margins is high volume. Unlike
Pinnacle (SBR rating A+) and

12.07.2009 11:33 AMDimeline addresses bonus disputeDimeline (SBR rating D) has addressed the bonus confiscation report from December 2nd.
Dimeline offered a 100% cash bonus, 10X rollover in March prior to the MLB season beginning. The conditions of the bonus were that MLB moneylines were not counted toward this promotion. From March 22nd to April 30th a player wagered $52,678.90, $10,172 of these wagers counted toward his rollover. On April 30th Dimeline closed the players account citing steam and non-recreational play.
Dimeline stated that bonuses are intended for non-recreational players and stated that it would only pay a prorated amount of winnings. SBR's position was that this was not a fair tactic and that Dimeline had no right to the player's earned winnings. Dimeline then made an agreement with the player that should they re-enable his account, if he completes the remainder of his 10X rollover, they would pay all winnings with no proration. At that time the player's winnings were in excess of $13,000. Dimeline stated that the bonus would be paid only if the player ceased steam play and was re-profiled as a recreational bettor. The player completed his rollover and withdrew $9976 in winnings. SBR considers the bonus dispute closed.

We have been reviewing, over the last three months, the management of payouts to customers. The review was requested by our Finance Team as there were clear indications of problems with the manner in which payouts where being handled.
We have had to hold back on payments, as of course you are aware, until such time that the issue was properly investigated and the problem clearly identified. There was a very clear mishandling of the bonus system with bonus money being converted to ‘real’ money well before players were eligible for this. The effect of this on cash flow need not be explained.

10.28.2009 09:21 AMLadbrokes clarifies winning wager deductionLadbrokes management has clarified their $1360 deduction from an NFL halftime/fulltime proposition bet. The adjustment was not made due to pricing error as stated by customer service to the player, instead a rule that excludes overtime from all halftime/full time bets. This rule is common in soccer leagues; although not typically applied to NFL.

10.22.2009 10:52 AMLasPalmas slowpays updateLasPalmas (SBR rating D) owes 8 players $110,400 according to complaints filed with SBR. The amounts requested range back to January of 2009.
LasPalmas payments have been erratic, players that have what are considered to be manageable balances are paid ahead of those who have waited for months longer.
An
SBRforum reader reported last week that LasPalmas solicited him for a 100% signup bonus. Any such offer should raise a red flag to any industry player. SBR advises those who maintain balances at any of the sportsbooks in the
Horizon 20 family which includes
eHorse and
eHorse-X to cease wagering activity until LasPalmas can document that it can pay balances on time and not months after the fact.

10.21.2009 10:00 PMThe New York Police Department announces indictments of BetOnline BookmakersThe New York Police Department today announced the indictment of
BetOnline principals on gambling charges. According to news conferences held by the NYPD and the NY District Attorney, charges are largely based on evidence of cash transactions that took place in the United States, including one paid in person to a winning bettor for over $500,000. Multiple alleged agents and credit websites were also named and cited as "wire rooms" for stateside bookmaking. It is unclear if the arrests will affect BetOnline's ability to send post-up player's their funds. SBR will investigate further and monitor BetOnline's progress in sending what is expected to be a surge in withdrawals. Although highly rated sportsbooks have weathered legal problems of key individuals, players are advised to use caution as the company's position becomes clear.

Matchbook (SBR rating A-) has incorrectly charged players that make offers 0.2% commission per accepted offer for the last seven days.
Matchbook's written policy regarding offers is that any player who makes an offer is paid 0.2% for each offer that is accepted, while charging the player that accepts the offer a 1% commission. The policy was enacted on March 17th. SBR will update this report pending Matchbook management addressing the situation.
Matchbook's rule: From Mar 17, Matchbook has dramatically cut commissions by eliminating
our 2% net-win commission system and shifting to a much simpler
volume-based one.If you post an offer that is accepted, not only is there no fee, but
Matchbook will pay you 0.2%. As demonstrated lately on many financial
exchanges, liquidity explodes when people are paid to make offers.

10.15.2009 05:59 PMBetAfterBet update
BetAfterBet (SBR rating D) slowpay reports continue to flood the SBR mailbox. As of today
BetAfterBet owes €23,924.60 to 24 players. BetAfterBet has blamed the delays on having to manually process payments requested via their software, and on the number of payments which have been requested.
BetAfterbet:
Please do rest assured that your money is safe and the delay of the payout has not in any way been linked to financial difficuties of the company. It is indeed due to the large number of withdrawals which are being processed manually. Let us explain in more detail what exactly happened, so that you may gain a better perspective of the situation. All withdrawals arecurrently processed manually, due to a technical and communication issue
between our system and the third party processing systems. Further to that, most withdrawals currently are first time withdrawals, therefore, the process of the payouts includes not only an authorisation of the payout amount but also documentation verification and review of each account and the activity on it. This is due to stricter security procedures implemented for first time withdrawals.
